Information requested for ICT design of One UN House • Exact number and size of server room and space requirements for racks, comms cupboards and cable risers • Technology modes for data and voice (cabled or wireless) • Infrastructure requirements: Technical specification for cable infrastructure for horizontal backbone • Network conceptual design with recommendations on equipment and routing • Physical security requirements for server room • Backup system requirements: Size of UPS • Proposed methodology for ICT cabling to workstation • Budget for any new ICT servers or systems and any new audio-visual equipment

  3. Network Architecture The ICT Vietnam Mission working group recommendations are conceived using the basic principles of the UNDG ICT Infrastructure/Security sub working group design, with modifications to fit the shared premises and mobility needs of the One-UN Vietnam office

  5. Telephony (PBX, Voice) • IP based shared telephony system to be used by all users – one switch for whole office. • Separate telephone wiring will not be required. IP phones will use and share standard network wiring. • Phones can be easily moved from one location to another. • Phone switch will be located in Server Room. • May be able to upgrade and use WHO IP PABX for cost savings.

  6. Building Architecture • Office floors need to have both raised floor and drop-down ceiling • Electrical, telephony and data cables will run through the raised floor • Wireless access points will be situated in the ceiling • Wiring closets will require UPS and cooling

  7. Data Center • One Common data center for all agencies recommended:

  8. Business Continuity • Continue with current organizational practices for data backups. • Revisions of BCP to factor IT considerations and include common interagency country specific BCP initiative and the commonly located ICT equipment and services.

  10. Collaboration • Outsourcing options are recommended for collaboration tools and hosting. This will decrease the volume and complexity of internal support requirements and facilitate the quick adoption of a standardized tool. • Considering one-UN requirements and the general migration of most organizations to Microsoft environments, the Task Team encourages the use of Microsoft SharePoint. • The Common access (DMZ) network segment should be used for any cross-agency shared service that requires internal and external access. Common services such as web servers, interagency file storage, and DNS servers should be hosted in the DMZ.

  11. Common Directory and Common Domain Name • One.un.org recommended as the email domain standard for the Resident Coordinator’s Office. This will eliminate agency specific email addresses, which is a branding representation issue. • Websites developed for one-UN should all use the same domain: un.org/country_code (e.g Vietnam: http://www.un.org/vn) • When common directory information is provided by relevant agencies, directory information will then be shared with the Vietnam One UN Office. • Website for Common Directory: http://ldap.oneun.org

HELPDESK and ICT Support • A common framework on IT support consolidation/clustering is advocated and further study in this area is encouraged. • ITIL principles and system specific training should be implemented to ensure ample levels of technical expertise. • Additional support requirements and complexities will arise from the new shared infrastructure. • Common IT support costs should be shared by all agencies. • Staff and consultants access to support inter-agency systems has to be reviewed and approved by respective agencies at the HQ level.

  13. IT Standards • Joint test on platforms to explore feasibility of utilizing PCs / laptops that will go to common premises by all agencies • Rack mounted servers and new PC purchase should be laptops • Develop One-UN standard taking into account green IT requirements and agencies IT standards

Green IT – Practical Actions for Application • Implement Virtualization for Data Centre Servers, Reduce Clutter and Clean Data Centre to allow for better air-flow/ventilation. • Configure power-saving settings and use them on all equipment • Procure onlylow power consumption Servers and displays • Use double-sided printingby default / photocopying • Insert Green requirements into the RFP or other documents used for bidding and procurement • Enforce the life-cycle policyfor equipment replacement • Use electronic communication wherever possible, instead of printing • Travelshould be reduced as much as possible and meetings replaced by audio and video conferencing and collaboration tools • Promote telecommuting
