Local level Advantages Proximity (’being in the field’) Fewer levels of bureacracy (efficient utilization of resources) Ability to adjust quickly to changes in local circumstances Disadvantages/shortcomings Danger of lock-in, path dependency, vested interests (’not seeing the greater picture’) Acting within a ’set framework’ National / intl. level Advantages Policy coordination, (’seeing the greater picture’) (optimal allocation of resources) Ability to affect framework conditions Policy learning and exchange Policy evaluation Disadvantages/shortcomings Bureaucracy, red tape, ’heavy-handed policy’ Long response times

Overall objective (national innovation system perspective): to strengthen Sweden’s position as internationally leading innovation country and to promote commercialization of research-based business ideas Programme objective and means: instruments for strengthening existing Swedish incubators and Swedish incubator system Current phase: pilot program 2003/04 14 projects selected based on ability/willingness to provide business value-added to research startups Aim is to stimulate pluralism and competition in Swedish incubator system Matching funding from participating regions/incubators Further information: jan.nylander@vinnova.se Linking local services to national policies in practice: Sweden’s National Incubator Programme
