INDICATIVE WORK PLAN • Indicative Work Plan based on MTCP2 logframe(Annex 7 for SEA) • Need to set the quantitative target for each country (e.g. # of organizational review, FO profiling, etc) • Need to specify: training needs, case study topics, priority issues for policy research and target policy agenda for advocacy

Budget parameters /consideration • Regional considerations: • equity based on number of countries covered, population of country, status of implementation (old/new) • Allocation: 19% Region, 41% SEA, 22% SA, 18% PACIFIC • Sub-regional considerations: • equity based on population and status of implementation • SEA (small/medium/big): 11%(2);15%(4);18%(1) • SA (small & new/medium/big): 22%(1); 24% (2); 30% (1) • PACIFIC ( equal allocation/ new sub-region/ 1 FO federation)

  6. Finalization of national AWPB • NSC to review and finalize AWPB • Work within the total annual budget • Can re-allocate budget within 10% • If more than 10%, needs IFAD approval • Submission of final AWPB to SRIA – 1st week of December

DOCUMENTARY REQUIREMENT FOR CONTRACTING AND FUND TRANSFER FROM SRIA TO NIA:Experience from SEA • National Steering Committee resolution designating the NIA • Institutional certification from NIA on the authorized signatory for the LOA • Signed Letter of Agreement (LOA) • Final Annual Work Plan and Budget (AWPB) • Completed Bank Form certified by the depository bank of NIA (Form 1/A) • Completed Fund Request Form (Form 2/B)

FUND RELEASES FROM SRIA TO NIA • 3-5 days upon receipt of all documentary requirements • Fund release will be in US Dollars • Provision for buffer fund shall be incorporated in the fund release scheme • First release/tranche=50% of the annual budget • Second Release: 25 % of the annual budget • Third release: 20% of annual budget • Fourth release: 5% of annual budget

NARRATIVE PROGRESS REPORT • Quarterly progress report • Year-end Summary report • With gender disaggregated data e.g. number of participants in meetings, trainings, etc (men and women) • Important annexes to narrative progress report • Pictures • Featured Stories/anecdotes of farmers of farmer organization who participated/benefitted in the MTCP2 program

KEY ACTIVITIES FOR THE FIRST QUARTER • Re-convene the national steering committee • Decision/resolution on who will be the NIA • Review of draft AWPB • FO Level activities • organizational review and needs assessment • Updating of FO profile • Consolidation of FO profile and needs • For Myanmar: FO profiling

Expected outputs for 1st Quarter • Mobilized the new/expanded or strengthened NSC • Identified NIA and representative to SCC • Conducted organizational needs assessment /organizational review of all participating FOs • Updated FO profile of participating FOs • Consolidated Needs of FOs based organizational assessment • Prioritized policy agenda and training themes • Identified TA providers for activities needing immediate TA e.g. case study, policy research, conduct of FO profiling, etc • Submission of 1st quarter narrative report and SOE

  18. GUIDEPOST TOWARDS FO-LED MTCP2 IMPLEMENTATION

Characteristics of FO • a) Legally established for at least two years, • b) Based in the MTCP-covered countries, • c) Accept due inclusiveness principles and values, • d) Have established or initiated some policy-nature consultations with the national policy makers or influencers, • e) Showed signs of improving the organisational relevance to smallholders and credibility to the agribusiness and market access, • f) Strong leadership in applying quality standard of organized or cooperative farming, processing, and marketing, • g) Commitment to systematically recruit the poor smallholder farmers, especially the women and the youth as members and applying tailor-made technical coaching for their inclusion, • h) Support of national policy makers or influencers.

  20. SUGGESTIONS ON BUILDING/ STRENGTHENING OR EXPANDING THE NATIONAL STEERING COMMITTEE (NSC) • For countries with existing FO-NSC: • Update the FO profile of existing FO members in NSC • Set criteria for de-listing inactive FOs as well as criteria for accepting new credible FOs • Identify existing national FO platform mechanism for possible complementation (e.g. Phil. NAPC Farmer Sectoral Council) • For countries without FO-Led NSC (Myanmar, Laos, China, etc) • Start with FOs who signified interest e.g. AGPC, FASAP, etc • Get referral from NGOs/CSOs with FO partners • FO profiling of all interested Fos • Initial meeting of all interested FOs • Identify FO-NIA to be can be co-implementor of the MTCP1 focal point • For countries with only one FO federation affiliated to regional FO federation (e.g. Pacific) • Identify other non-affiliated Fos • FO profiling of affiliated and non-affiliated but potential FO

Various Models of NSC: MTCP1 SEA Experience • Model 1: • all FOs engaged in national forum are member of the NSC (Phil.case) • Model 2: • key FOs with regional affiliations are member of the NSC (Indonesia case) • Model 3: • utilize existing structure of one national FO federation/union (e.g. Vietnam case)

  22. Role of National Steering Committee (NSC) • Provide over-all project direction e.g. finalization of AWPB • Venue for planning and evaluation as well as discussing and resolving project issues and concerns • Selection and evaluation of NIA and the representative to the Sub-regional Steering Committee • Approves the progress report (narrative and financial) to be submitted by NIA to SRIA • Provide input to NIA in the conduct of national forum and other common national activities

  23. Role and Function of NIA 1. Facilitate the preparation of AWPB for the National Level activities for submission to SRIA 2. Convene the national steering committee to discuss issues and implementation bottlenecks and recommend solutions for RIA-AFA and/or SRIA actions. 3. Coordinate the conduct of national events/activities indicated in the AWPB 4. Monitor the programme implementation at the national level. 5. Submit quarterly narrative and financial (particularly statement of expenditure, monthly bank statements and reconciliations) and physical progress report on the programme activities. 6. Make the supporting documentation for the SOE available for review of the RIA-AFA and SRIA. 7. Coordinate closely with SRIA and other national partners

  24. Models of NIA and SRC representative selection:MTCP1 SEA experience • Model 1: Yearly rotation • (Indonesia, Philippines) • Model 2: Fixed • (Vietnam, Cambodia)

  25. KNOWLEDGE MANAGEMENT • NIA are encouraged to provide facilitate the active participation of participating FOs in various Knowledge management systems that will be set-up e.g. providing short articles,stories or uploading case studies, video at MTCP2 project blog or IFAD-Asia Pacific portal thru the support of AFA-KM officer

  26. Technical Assistance (TA) • TA shall be based on the consolidated Organizational Needs Assessment • NIA to consolidated the organizational needs of participating FO based on their individual organizational review • SRIA shall likewise consolidate all the report on organizational needs submitted by all NIAs • NIA to provide opportunity for partners and other interested TA service provider to attend NSC meeting to identify areas for collaboration and matching of needs and expertise of partners
