  2. The Oslo region Because many of the possible actions would not be coherent in the same strategy we sorted them into two approaches: • The welfare state approach • The market liberalist approach

The Oslo region List of possible actions: Some common actions for both approaches: • Increased public transit • More freight by railway • Investments in ITS-systems • Promotion of architectural innovation through competitions • Stimulate knowledge intensive businesses through international marketing of the regional advantages

The Oslo region Welfare state approach List of possible actions: • Reconsider tax policy for mortgages • Stimulate the rental market • Maintain public ownership of transit companies • Prioritise mixed housing • Make efforts to densify everywhere in order to avoid marginalisation of specific areas.

The Oslo region Market liberalist approach • Create functional regions and minimize administrative borders by merging municipalities • Privatization of planning efforts to achieve reduced bureaucracy • Reduce taxes for firms and business owners to increase the regional advantage and attract businesses • Provide an urban environment which attracts the creative class • Let market forces steer the housing policy to promote greener building techniques • Strengthen the Oslo region so this area can compete on attracting businesses at an international level

  6. Possible actions in the Scandinavian corridor The moderate strategy • Make COINCO North (Corridor of Innovation and Cooperation) a leading investigator and organizer. EU just granted COINCO North 2,9 million euros, which makes further analysis possible. • Strengthen the collaboration in the Nordic council so that a common set of aims and guidelines can be developed politically. • Attract attention and funding from the EU • Make collaboration more attractive than separation • Upgrade the existing intercity connections by improving the general standard • Build double rail tracks at the entire distance between Oslo and Copenhagen. • Work political towards a more integrated labour market - shared rules for working permit, taxes etc. Make it easier to work and live in two different countries. • Make the citizens of the region more oriented towards the transnational level - work on creating personal identities as citizens of the 8 million city.

Possible actions in the Scandinavian corridor The radical strategy • Promote the high-speed railway on a regional, national and international scale, to make it attractive for external investors to invest. A ‘green’ investment with a lot of economical potential. • Work on making a binding agreement regarding financing, time horizon and contracts. • Build tracks at the entire distance for high speed trains • Convince the majority of the population outside of the Oslo region that the investment will benefit the country as a whole by stimulating the economy and connect Norway closer to the european economy. • Make Denmark and Sweden see the potential in a closer connection to the currently strong norwegian economy • High-speed trains to Stockholm - making it a region of 12 million people • Collaborate with the STRING-partners (South Western Baltic Sea Trans-regional Area Implementing New Geography) which are working on integrating the Øresunds region and the Hamburg region.

From the Oslo Region to a larger Scandinavian Region • The choice between the two political strategies in the Oslo region can be abstracted to the ideological level of what the identity of Oslo is and what kind of actions will attract the right people to Oslo. • When it comes to the Oslo region the current most important challenge is housing issues • Focussing more on public transport would be beneficial in terms of the efficiency in movement of commuters, as well as reduce the emissions of greenhouse gases.

From the Oslo Region to a larger Scandinavian Region • There is not one single strategy that can lead to a united Scandinavian region, but a variety of actions can be taken in order to promote a collaboration between the three countries. • Collaboration is considered easier if the participants have some sort of proximity, as the case is in the Scandinavian region where they share a common history, institution and linguistic understanding • The effect of the implementation of actions depends on the combination of the actions, as well as the context they are surrounded by, and it is therefore something that cannot be fully predicted • There are a lot of threats to this project, in regard to economic questions and the national governments willingness to take decisions about the development of infrastructure.
