  2. Public Health Nursing: • Is the practice of promoting and protecting the health of populations using knowledge from nursing, social, and public health sciences (American Public Health Association, Public Health Nursing Section, 1996).

  3. The First School Nurse • Miss Lina Rogers was America’s first school nurse, hired on October 1, 1902 & placed in a public school in New York City’s Lower East Side. • She was placed by Miss Lillian Wald, a pioneering Public Health Nurse of the Henry Street Settlement. • Ms. Rogers purpose was to reduce absenteeism, the spread of communicable diseases among children • and keep children in school. • Careful record keeping documented effectiveness of her program.

  4. National Association of School Nurses • Defines school nursing: as a specialized practice of professional nursing that advances the well-being, academic success & lifelong achievement.

  5. NASN Position StatementRole of the School Nurse • School nurses facilitate normal development & positive student response to interventions • School nurses provide leadership in promoting health & safety, including a healthy environment • School nurses provide quality health care & intervene with actual & potential health problems.

  6. School nurses use clinical judgment in providing case management services • School nurses actively collaborate with others to build student & family capacity for adaption, self-management, self advocacy & learning

Health Service Reference Guide Provides direction for school districts toward the development of school health programs Increase awareness of school health issues & the potential strategies available to resolve these issues Provide guidelines for the development of district school health programs, policies & procedures Serve as a guide for orientating new personnel

Contracts • Contractual agreements for school health services depends on the assessment need of local school systems. • The LHD or the local school system may initate a partnership. • Contracts must reviewed, updated & renegotiated/renewed annually. • Current contract template approved by KDE and DPH

  9. Contractual Considerations • Maintenance of student health records • Nurses salaries, benefits & liability insurance • Schedules and hours • Office equipment and supplies • HIPPA/FERPA-sharing information • Delegation of special procedures • Attendance on field trips

IEP Guidance • All IEP services are to be billed through schools (provider type 21) • LHD school nurses may provide services; ONLY the school district may bill • Arrangement covered in the contract between the two agencies • Access AFM Local Health Operations Branch webpage at http: //chfs/ky.gov/dph/info/lhd/lhob.htm • KDE has a parental consent form for parents allowing information to be shared between the two agencies (find at KDE Medicaid Services Webpage)

  11. Needs of Understanding • School nurse should be informed of specific services and job responsibilities • The Kentucky Nurse Scope of practice • ANA & NASN Scope and Standards of Professional School Nursing Practice • Kentucky Department of Education’s HSRG • LHD policies

LHD Nurse in the School Setting • Understand which services will be provided by the LHD and which ones by the local school district. • KDE is the “lead agency” and works with DPH to fulfill the requirements relating to the provision of health care services in schools. • LHD school nurse is responsible to inform/work with the building principal on any current student issues • NASN nationally recognized standards/guidelines are to be utilized when school health services are not included in the PHPR.

Information Awareness • Know the building Principal, office staff, School Health Coordinator, Special Education Personnel & other health/support personnel • Build relationships with school personnel • First responders for the school • Scheduling of Nursing Services • Written Policies & Procedures • Supplies and equipment • Utilization of KDE school health policies • Students with Special Health Care Needs • Location of school health records
