  5. Background • Not always needed. • Put any special information here that the reader needs to know. • Usually has to do with the past—history of the issue. Stephen Roney JIC 2013

  6. Method, Procedure • Say how you got the information for your report: from the Internet, a survey, an interview, etc. Stephen Roney JIC 2013
