Wat is EPSIplus • Een ondersteunend project ter meerdere glorie van de Richtlijn • Gericht op de juiste implementatie en uitvoering in de praktijk • Door middel van informatievoorziening en netwerken • 15 thematische bijeenkomsten • 32 landenbijeenkomsten • Afsluitende conferentie voorjaar 2008 www.ePSIplus.net

  3. Waar stonden we 10 jaar geleden? • de ontdekking van het gebruik van OI als gevolg van ICT ontwikkelingen: • a. Overheid ontdekt dat ze op gouden eieren zit • b. Er moeten – door diezelfde overheid! – regels worden gemaakt • Conclusie nu: Nederland liep in 1997 – 2000 voorop (studies, beleidslijnen), maar nu niet meer • Wat is er gebeurd? www.ePSIplus.net

De Nutsfunctie OI • Tgh • U0i = (T) x G(g > 0) • T = democratische component  juridisch (wob) • G = economische component  juridisch: • Intellectuele eigendom (Aw + Dw) = eigendom • Mededinging (RL + Mw)= gebruik eigendom • Tgh = accelerator  praktisch, standaards • Zonder T en Tgh geen G en geen nut • toegang, toegankelijkheid en gebruik in onderling verband www.ePSIplus.net
