Global investors are vying the dynamic Asian aviation industry with particular focus on the Indian market due to the proliferation of numerous low-cost carriers. The Asia Pacific region - particularly India, China and west Asia - is set to drive massive growth in the aviation industry over the next few decades. MRO service requirements in India are expected to grow at a compound annual growth rate (CAGR) of 13.5per cent between 2009 and 2015. Current Indian fleet of 393 (371passenger aircraft +22 freighters) in India, which is expected to rise to around 550 in 2014, Cdr CM Bhatia

Simultaneously with rapid growth, the regulatory framework is being modernised, The ability to bring India in line with the global aviation community will hinge upon the skills and competency of the workforce. The growth of industry will drive demand for • pilots, cabin crew, engineers, air traffic controllers, ground staff and handlers, administration and management. • Training will be required • to support growth, • impact of attrition, • keep incumbent employees up to date with technological advances and regulatory developments. What are the trends for Human resources in Asia? • And as India moves to the next level of regulation, in harmony with EASA and FAA standards(CAR147,CAR66), the quality of training required across the entire value chain will be need to be upgraded. • India’s training capacity will need to more than tripled in the next decade to keep pace with the level of requirements. • If a cost effective solution is to be developed, the training must be delivered in‐country and not offshore. • If the required scale, and more importantly the quality of training, cannot be implemented, • then either the growth of the industry will be capped, • operating costs will increase, • or of much greater concern, we could have unsafe skies. A clear integrated approach to Aviation Training is critical for the overall development of the Aviation Industry At present the Basic Aviation training is imparted to ‘O’ level school grads and suffers from poor quality theoretical knowledge with even poorer technical skill training. Large number of private Institutions with lesser than adequate infrastructure in a large number of cases. This issue has now also been reflected by the DGCA issuing fresh advice with regards to performance of such schools and the remedial actions, However this will not bring about the desired results in terms of the quality of trained manpower required for the increase in Aviation Development in India. The government has demonstrated a very clear willingness, supported by action, to invest in upgrading the training environment in India, To collaborate with the FAA and the European Union on key issues. However, the concern is that the pace of change is likely to be so rapid as growth resumes, that dealing with day‐to‐day issues may distract from the longer term vision. The government took a positive step in January 2008 when the foreign direct investment cap in flying schools and training institutes was increased to 100%. But international training providers still report frustration with difficulty of doing business in the country. Tales of negative experiences make others cautious about entering. In the next 10‐20 years India will be the leading Aviation Market requiring Huge Investments. But to attract capital on this scale, quality and safety must a central tenet which is impossible without skilled people. Cdr CM Bhatia

Customising education paths achieves desired results. • In this growing economy, the manpower availability is high, • however this does not transform into employment opportunities unless the desired knowledge and skills are also available • To achieve this:- • the best in the Industry put together their resources into a common basket and train the personnel required in a structured training program. • Availability of fresher’s duly trained • will not cater for the staff structure of the higher echelons • short-cuts for speeding up the process will • dilute the standards, as skill, knowledge and experience, • play a vital role in maintaining the airworthiness of aircrafts. Customising education paths achieves desired results. • Informal learning includes • the soft skills that make people employable such as: • leadership, • initiative, • hands-on knowledge, • communications • and knowledge of workplace structures. • Corporate education and training is best placed to fill the breach as it allows organisations to customise informal learning to suit specific workplace challenges. India's younger generations are described by many business leaders as not ''job ready'' when they graduate university”. Unqoute. The Aviation Industry needs to come together and focus the combined resources to ensure that Training Need Analysis for various job functions be clearly enumerated. Necessary skill and knowledge training be imparted for each functional area such that the employment opportunity is matched by suitably qualified and trained personnel. Cdr CM Bhatia

The importance of getting the education right is shown by the biggest education investment in a single location in India's history. the Infosys Technologies corporate training establishment, which has more than 320 faculty staff and a 335 acre campus in Mysore that can train 13,500 people at once. Another could be the Kingfisher Aviation University which is on the backbench. Cdr CM Bhatia

The regional challenge faced by Indian Aviation is another reminder that this education works best when it is carefully integrated to an Aviation specific business model, its culture and goals. It is here that the Aviation Industry could strive to pool in resources to create an integrated Aviation Training Centre where the quality of the personnel would be at par with the best standards worldwide. The best in the Industry needs to lead the way by an integrated approach to Training in order to meet the manpower requirements in the Asian Skies. Creating a selection process for entrants with both aptitude and attitude along-with the requisite basic knowledge would provide the Industry with the right kind of raw material to be pruned into quality assets for their workforce.   17. Energising and motivating personnel “To err is Human” is true, but to err with no clue whether one is erring is catastrophy in the waiting. It is not without reason that efforts, to ensure Human Factors training, is now mandatory. To achieve this end one needs to capture “error data” within the entire range of activities that constitute the aviation business, this cannot be achieved unless there is voluntary reporting at all levels from individuals. Herein lies the justification of achieving an excellent workforce with standardized job functions and responsibilities with appropriate skill sets which shall influence the Airworthiness standards.   18. Energising and motivating personnel Maslow’s Theory on Motivation clearly establishes the relationship between Satisfaction of Needs and Performance. The basic needs of the individual are thereby ensured at gaining access to the Aviation Training Centre which shall be the feeder to Airlines in India/Asia thus paving the way for the individuals fulfilling their higher needs. Energising and motivating personnel Voluntary reporting is a proverbial – Catch-22 in the field of Aviation, Human Factors/Safety Management System implementation, is truly possible only when “Just” leadership is demonstrated. It is time to take stock of the need of Asian aviation industry and set right the process of manpower inductions to have effective trained and skilled leaders who can pave the way for safe, error free skies.   20. Energising and motivating personnel Good leadership with foresight to set in place the checks and balances to ensure airworthiness standards are maintained. Leading the way by continuous improvements instituted within, with well established training centre/s, ensuring a happy and motivated workforce. The industry has to play a key role in raising the skills of the workforce. Toward this end the Singapore Government with The Ministry of Manpower (MOM) has been working together with the Singapore Workforce Development Agency (WDA) to support the growing manpower needs of the industry, which is expected to create 10,000 new jobs with the completion of the Seletar Aerospace Park in 2015. Contd….. • by sourcing their manpower from a few well established MRO’s providing the requisite manpower on as required basis, making them competitive and Lean, thereby enhancing profitability. • Labour costs in India are much lower than Southeast Asia and Middle East and even higher in the United States and Europe. Therefore, India has the potential to service not just Indian aircraft but also those from neighbouring regions.

  23. What is the nature of manpower movements? Presently the manpower requirements situation in the India, is divided between meeting the requirement of the Indian skies and those of the Middle East. The exponential growth of both Indian and the Middle East carriers such as Qatar, Emirates, as well as Low Cost Carriers of Malaysia and Singapore has resulted in a urgent need of hands on trained working capital which is not readily available, thus causing poaching of the available skilled staff, on each other, with eventual piece meal basis satisfaction. The trends of manpower being provided by India and Pakistan to the West Asian countries have been reduced and workers from the Philippines and Srilanka have taken up a chunk of the requirements. The present scenario cannot continue indefinitely and will not be able to meet the requirements of the resurgent economy and fast aviation growth predicted. Cdr CM Bhatia

Customising education paths achieves desired results • To achieve the planned growth rate target, India needs to have a clear and focused training plan which shall be able to cater for the required manpower of the coming years. • Towards this end let us focus on the assets available • large numbers of retired Defence Aviation personnel, • new entrants from the Training Schools with nil experience. While the ex-defence services personnel have adequate technical skills they need to get their Basic aircraft Licence, the younger entrants need to increase hands on skills and gain experience. Customising education paths achieves desired results Contd… • It is then that the final work-force performance outcome shall be dependant on the input. • Introduction of the senior experienced personnel, • with appropriate training at the Technicians level, • and addition of the younger lots as Apprentices after training • This will cater for:- • the bulk of the working manpower requirements • and also suit the Indian hierarchy requirements in organization structure.

  29. What is the nature of manpower movements? Not only could India provide training for global industry, but it could also provide the manpower. This was already the case in the Gulf as we have seen, An opportunity in developed countries where a large proportion of the workforce is approaching retirement in the next 10 years and the attraction of the industry for the next generation is waning. Customising education paths achieves desired results The fact that India is a late starter allows it to leapfrog outdated forms of training and move directly to cutting edge formats which are attuned to the next generation, and which more accurately reflect the level of technology involved in actual aviation roles ie. a move to more competency based training. India has the luxury of starting from a virtually clean slate and the potential to design the ideal training infrastructure for the industry of today and tomorrow. Cdr CM Bhatia

Customising education paths achieves desired results • Last but not the least the necessity of the Individual to perform his functions as an Aviation Mechanic- • means following the Aviation Tradesman’s Pledge, • something similar to the Hippocratic Oath . • The loss of Moral values in the field of Education, in its march towards supporting knowledge transfer in place of “Educating” needs a relook by all who consider themselves peers in the fields of Education.   32. Customising education paths achieves desired results There is a need for a fundamental overhaul of the quality of training in India and it must happen quickly and in a cost effective manner. But if India succeeds in this mission, it will in the process create a massive export opportunity. There exists the potential for India to become a low cost, outsourced aviation education and training centre for the world, provided that international quality standards can be established.   33. Customising education paths achieves desired results This infrastructure could be further leveraged through the use of technology to deliver courses worldwide through e‐learning platforms. This is particularly so since the global aviation training market is relatively fragmented with inconsistent standards. India can take a leadership position and work with the regulators in key markets to deliver courses that are recognised in multiple jurisdictions to facilitate global mobility. Cdr CM Bhatia
