  1. RISING - Enhanced RIS and IT services supporting inland waterway transports Prof. Dr. Frank Arendt, Arne Gehlhaar ISL Institute of Shipping Economics and Logistics Bremen, Germany

  2. Agenda • RISING Mission and Basics • RISING Services and Demonstrator Cases • Summary RISING - Prof Dr Frank Arendt

  3. RISING Key Facts • Name: RIS Services forImprovingthe Integration of Inland Waterway Transport into Intermodal Chains (RISING) • EU-Programme: FP7-2007 • Budget/Funding: 7.5 M€/5.3 M€ • Project life: Feb 2009-Jan 2012 RISING - Prof Dr Frank Arendt

  4. RISING Mission • Exploitation of RIS for logistics purposes • Extend types of users • Fleet Managers • Ports & Terminals • Logistic Service Providers • Enhance existing services • Develop new (harmonized!) services RISING - Prof Dr Frank Arendt

  5. RIS Services RISING - Prof Dr Frank Arendt

  6. RISING Partners NO NL DE BE SK AT HU RO HR RS GR RISING - Prof Dr Frank Arendt

  7. RISING Partners The RISING partners are: → Transport operators → Logistics service providers → Port and terminal operators → Port information service providers → RIS providers → Research institutions → Software developers → Promotion agencies RISING - Prof Dr Frank Arendt

  8. Demo Cases Demonstrator Cases ARA-Ports VoyagePlan Rhine Port Weser-ARA Elbe Danube-West Danube-East page 8 RISING - Prof Dr Frank Arendt

  10. Demo Case Goals page 10 RISING - Prof Dr Frank Arendt

  11. Berths&Terminals Currently the coordinationbetween the terminalsand the inland vessels is not optimal Congestionsituations and long waiting times are common in many ports RISINGdevelops solutions to • optimize the communication between terminals and barge operators • enable an ETA prediction or ETA announcement(barge operator → terminal) • provide RTA feedback (terminal → barge operator) page 11 RISING - Prof Dr Frank Arendt

  12. Berths&Terminals Demonstration Partners • ARA-Ports Case:Portbase – PCS for Rotterdam & Amsterdam • Rhine-Port Case: CTS Container Terminal in Cologne • Danube Case: Helogistics (Ports of Baja, Enns & Vukovar) Schedule / VoyagePlan Berthing Plan Barge Operator Terminal Operator ETA Announcement (Berth Notification) Resource Availability Current Position RTA Reply (Berth Confirmation) Fairway conditions Vessel Arrivals page 12 RISING - Prof Dr Frank Arendt

  13. Demo Case Goals page 13 RISING - Prof Dr Frank Arendt

  14. Transport Planning IWT offers great potential which today is not entirely harnessed Improving efficiencyin IWT requires intelligent Voyage Planning RISINGwill offer • an online pre-planning tool for exploring IWT as a transport alternative • an online voyage planning tool to determine the optimal vessel, route, speed and draft • an on-board module to support the skipper page 14 RISING - Prof Dr Frank Arendt

  15. Transport Planning Demonstration Partners • Elbe Case: Deutsche Binnenreederei AG (DBR) & SächsischeBinnenhäfenOberelbe (SBO) • Rhine-Scheldt Case: IWT operators (tbd) Fairway information Information on possible routes and suitable vessels for a given cargo Pre- Planner Water Levels Preliminary Voyage Plan Terminal capabilities page 15 RISING - Prof Dr Frank Arendt

  18. Transp. Monitoring IWT has become an integral part of the intermodal transport chains. As such it has to comply with requirements of supply chain management. RISING will aid monitoringof ongoing transports by • Providing tailor-made services for transport operators • providing a harmonized set of event services for all RIS transport and terminal related information • providing a harmonized subscription mechanism for these events facilitating the easy integration into ERP systems page 19 RISING - Prof Dr Frank Arendt

  19. Transp. Monitoring Demonstration Partners • Weser-ARA Case: ACOS - Allround Container Service GmbH, Bremen • Danube-West Case: ILL – IndustrieLogistik Linz • Danube-East Case:Helogistics (FLUVIUS, MAHART, ILL) Notices to Skipper Transport Operator RIS-TLS Portal Position (via AIS) access Others... page 20 RISING - Prof Dr Frank Arendt

  20. Transp. Monitoring Demonstration Partners • Weser-ARA Case: ACOS - Allround Container Service GmbH, Bremen • Danube-West Case: ILL – IndustrieLogistik Linz • Danube-East Case:Helogistics (FLUVIUS, MAHART, ILL) Notices to Skipper Event Manage-ment Event Services Subscription Position (e.g.via AIS) Voyage Plan POS, ETA, NtS, Berth etc. Warnings & Alerts Berth Managemt. page 21 RISING - Prof Dr Frank Arendt

  21. SCEM Scenario • Fairway blocked • Congestion • Lock chamber closed • Discharge completed • Barge departed in time • Vessel arrived • Container discharged • Container released • Water level too low • Bridge clearance too low • Vessel arrival delayed • Customs clearance missing • Container damaged • Container length or weight incorrect • Dangerous goods data incorrect • Berthing plan postponed • Barge arrived in time • Post haulage as planned page 22 RISING - Prof Dr Frank Arendt

  22. NWL Case • Visualisation of events page 23 RISING - Prof Dr Frank Arendt

  23. RISING Services page 24 RISING - Prof Dr Frank Arendt

  24. RISING Status • Demo cases are up and running • Next steps • Validation and Evaluation • for shippers/cargo owners • for IWT operators • for inland terminal operators • for administrations • Business Concepts for the RISING services RISING - Prof Dr Frank Arendt

  25. RISING Highlights RISING services: • Spreading the benefits of RIS to the transport & logistics world • Increasing reliability and accountability of IWT • Closing information gaps • Removing barriers hindering the integration of IWT in intermodal transport chains • Providing web services in a harmonized way • Cooperation with EU RIS expert groups and other EU projects • Use in other regions, e.g. US?
