Some reason in Community Against • Some one collected land in many RAI in low price and sell to mine in high price but the mine no buy. • To be the Nayok of districts for achieving the Influencer and attack the mine. • use community network and against mine, by complaining the pollution from mine issue, noise and dust to force the mine buying the land. • Complain strategic are in many ways, to government officers, Law, co-operated with local NGO • Evaluate the strengthen power % in Total population. • Againsted influence persons list, already shown in history.

Cause analysis and discussion • Toxic from old employee. • Need for smooth landing (with caring) when lay off. • Employee Loyalty problems. • Land purchase need more strategic. • Secrete level in supply chain in mine process. • Now purchasing all land, need learning lesson for next mine project. • Perception of community. • Mine get more profits with small return to community. • Community treatment problems. • Too much take care (spoil children model). • No create the bargaining power strategic, from other influence outside area. • Mine Plan need for flexible plan. • Backup plan for bargaining power by waiting strategic.

Normal action to clear the perception when occurred community crisis • Talk to each others or group meeting at the village hall. • Release frustration or stress, listen 90% without explain ,ask only that do not understand. Mostly in their demand and the weak points of mine. • Mine manager must deploy the authority to someone to community and some guideline about the expense. If bigger amounts, just only listen and need for time to consider. • Crisis team (synergy team) should be CSR team, external relation , land, ect. To find the best message to community with concern to the business risk and good strategic plan. • Evaluate the situation is prolong or only one time. • Warning : strategic plan in short term, don’t disturb the long term (move the road). • Crisis, mostly emotion, we should design the action carefully, the facts are prove after, not in the first time. • Boss should be know the strategic and directing with seriously.

Company send back in strategic • K ,now has many problems about the lawsuit, and have lawyer (his friend) support. • The mine, now do not have some thing about law to built-up the bargaining power. In the past just only reactive in land conflict. • Many time we lost the way of fighting, due to the lack of law strategic in situation of forest land conflict and mob (should be more discussion). • Constitution law : No Freedom, threaten , malign, obstruct are illegal is the success key of bargaining power. • The law strategic no need destroy ,but only for someone resignation from mine opposite. • The mine need for video or sound recorder, for exhibits which the community express , necessary in fighting in court.

  11. Other Influencer Strategic from PraladAmpor , Local lawyer and Nayok of district • Normally ,if have some mob, the PraladAmpor must to know and has duty to clear. Sometime the mine want to solve the problem along. • PraladAmpor, many time help the mine clear the problems from community. If good relation many thing has been done easily. Some expense need to motivate him. • Short story tell him : community need to sell high price land, the mine not necessary to buy the land, then they enforce the mine by the reason cannot still live in polluted environment. How to clear this issue? • Local lawyer , need local ,brave, can go the site easily, how to oppress the community? (detail of law to oppress, with know clear.) • Nayok of district , is the big influencer in community relation. • Mine Funds is the big bargaining power, if we can play them with strategic conditions.

The rule of mine when disintegrate the community mob • Even through they abuse, we always smile and don’t angry. • Take care them during mob with mankind. • Send our somebody to join the mob. • Find who to be witness such as Pralad. • Video and/or sound recorder for exhibits. • Some case, mob is only 30 persons, why don’t use our worker 100 persons to that area for bargaining power. • Good speech to mob, hot climate we bring the water, sympathize with the situations.

  13. Community Issue in polluted operation • Noise: disturb in the night. Air conditioner can reduce the noise and sleep well. • Noise sources : from crushing plant , truck and excavator. Mainly from Heavy Truck • Noise reduction can design : smoothing load from excavator to dump truck, speed reduce, change to low noise truck, noise absorber bund along the road, smoothing dump to crusher, noise chamber in front of crusher , etc. • Dust is low technique ,but need much more attention. • Cyanide , in local is no interesting, but in public fear.

  14. Mine Environment Monitoring • Underground water : interesting in Fe,Mn,As • Mine also maintenance the water treatment for community papa. Water quality mostly pass around the mine in many areas. • Some good water quality in village , except ecolli (from sanitary contamination) • The new dust concentration <2.5 micron, have some problems, other places in Thailand also the same. • Cyanide: outside the mine not found, inside very small. • Cyanide evaporate : to natural gases CO and N2 are no toxic after finish chemical reaction with oxidation in alkaline condition. • Suggestion : how to control the alkaline condition in Tailing dumping areas after the mine closing, in trust level? Can we mixed it with alkalis materials for cyanide controlling. • Cyanide indicator for no toxic : Fish still alive in pond. • Now the mine area look very dry, need to change the new one look like resort in eco-mine concepts.

Local NGO • Can talk with CSR team, but bad attitude to company. • Now interesting in herb fermentation. • Her house near the new mine area after moving the road (< 200 m.) and don’t want move home. • Warning : fly rock from blasting, dust , noise • Need for special friendly mining methods. Such as cutting machine in stead of blasting, low noise dump truck ,etc.

  16. CSR problem related to employee • Some employee, charge the mine by inform the forestry officer to stop the mine operation. ( Loyalty problem) • contractor, not co-operate to community for good operate at low impacts. (need for some criteria in contracts)

Land Events • Land mostly purchase, except the forest land have some fighting in highest court (tentative we win). • Normally trespass in foresting areas, who have license in that areas is the owner, if each none, forestry officer is the owner, police think like this and don’t register the report . we can show the area by GPS and Map in normal practice. • If they accuse the mine trespass, forestry license of mine can accuse send back to them. • Buffer zone out of mine license is good concept and flexible the boundary, but should be limited in land price. • Buffer zone land utilization by rental in contract with low price is good concept for helping the suffering community. • Need for the guideline of land price and house moving with can declare in standards ways. • Land purchase : too expensive is undo. Should be said flexibility.

  18. Land price in community concept • Mine must buy the land with polluted from mine. • If mine don’t buy, mine is not good. • If mine say no money, the community thinking is impossible. (should be said no plan to use that areas) • Land in the same area, the price should be the same (high price). • Land manager must decision all about lands. In process need for others section request before. • If the mine ask for their land document, it ‘s means the mine is OK. • If the mine buy the land with threaten from community and success, next time may be repeated that process. • If the company accept all request ,it ‘s means 100% pass ,and if accept and reject who want to sell land in reason criteria ,it’s means purchasing power due to company. • If some employee said may be buy, they refer without name, the company said and if don’t buy they accuse the company tell a lie and angry. (should be have the good answers for some topics or have document approval shown)
