Planning Process October 2005: Dissemination of Oral Health Briefing Paper November 2005: Board authorizes implementation of three-year Oral Health Initiative December 2005: Release of Oral Health Request for Proposals March 2006: Board approves Initiative Grant Projects April 2006: Initiative begins

    4. Initiative Components Grant making Policy formation and advocacy Public education and strategic communications Evaluation

    5. Initiative Objectives Service Expansion: Address unmet oral health needs through expanded access (both prevention and treatment options). Delivery System: Create a more responsive system of care for oral health by enhancing delivery options and increasing care coordination among oral health and general health. Advocacy and System Reform: Address systemic barriers in the delivery and financing of oral health services through advocacy and policy. Education and Communication: Increase understanding and recognition of the importance of oral health among consumers, the general public, and policy makers.

    8. OHI Funded Projects Eight projects -- $680,000 approved to date Six implementation Two planning Organizing method 5 collaboratives 3 single agency 2 of these have extensive partnerships Grants in all five counties

    9. OHI Funded Projects Priority Areas Access to Care: 6 Delivery System: 4 Education and Health Promotion: 5 Policy and Advocacy: 3 Provider Training: 5

    10. OHI Funded Projects Target Population 3 focus on children 2 focus on adult, children and elderly 1 focuses on pregnant women 1 focuses on seniors 1 focuses on special needs populations

    11. Strategic Discussion – Policy and Advocacy What are the identified policy changes that the Initiative should pursue? How can the OHI funded projects and the information gathered from them be used to inform and educate policy makers about the importance of oral health? How can the Initiative be designed to promote policy change in the area of oral health? What level of government should the policy change and advocacy efforts focus on? How can the Initiative be designed to promote a better integration of oral health services with medical services?

    12. Strategic Discussion – Public Education and Strategic Communications Determining the message Identifying the components of a public education and communications strategy Identifying intended audiences Connecting education/communications activities with policy and advocacy work

Strategic Discussion - Evaluation Whether the Initiative’s objectives were met Whether grantees achieved their outcomes Whether funded projects can be replicated and under what conditions What conditions are needed to sustain funded programs Ascertain the Foundation’s ability in launching and managing the Initiative

Strategic Discussion – Evaluation Components Formative and summative components Quantitative (i.e., outcome) and qualitative (i.e., process) evaluation, Evaluation instrument and methodology (i.e., data elements, data collection and analysis) – this may differ for grantees that received planning grants and those that received implementation grants Mechanisms to assess grantee interventions, intermediate outcomes (during life of grant) and long range impact Technical assistance to grantees in participating in evaluation

    16. Strategic Discussion – Selecting Evaluator Received proposals from two evaluators SRI International Institute for Health Policy Studies at UCSF Meeting with both prospective evaluators Goal is to have evaluator selected by end of April 2006

    17. OHI and Intersection with Other Efforts Current efforts by philanthropic entities, government and community-based organizations to improve dental health services. In general, the activities focus on prevention, access and workforce development. The focus of these activities is disproportionately on children.

OHI and Intersection with Other Efforts Prevention Activities Oral Health Education and Training Project (First 5 California) Children’s Dental Disease Prevention Program (State Department of Health Services) Access to Care Activities Insurance-based Oral Health Demonstration Project (California MRMIB) Oral health Access Initiative (Dental Health Foundation) Workforce Activities California Dental Pipeline Program (The California Endowment) TSFF monitoring these efforts and working with funders/project teams to determine synergies
