  2. AlabamaMotto: We Dare Defend Our Rights • Statewide Compliance working with ABC • Statewide RBS Training • MADD-Alabama State Youth Advisory Board

  3. Alaska Motto: North to the Future • ABC continues to be a strong force in the state • Alaska legislature finally passed a statewide alcohol excise tax • Coordination between local law enforcement and the Alaska Alcohol Beverage Control has reduced the failure rate on package stores

  4. ArizonaMotto: God Enriches • Law enforcement received two unmarked vehicles with in house video systems to conduct additional underage drinking operations • Legislation was introduced regarding consumption verbiage changes in the MIP laws, specifically to address consumption locality • Multi-Jurisdictional enforcement cooperation related highway safety

  5. ArkansasMotto: The People Rule • ABC Enforcement Conducted – 1295 Compliance Checks in 2001 • Decrease of sales to minors in Arkansas County • Coalition for Tobacco Free Arkansas and Arkansas Department of Health to conduct Teen Summit on Alcohol and Tobacco for grades 9-12

  6. CaliforniaMotto: I Have Found It! • Conducted 65 decoy operations at 265 off-sale locations, resulting in 1,279 contacts and 213 arrests • Trained 168 enforcement personnel in deploying decoy operations • Trained 75 decoys to assist enforcement and trained 77 youth in media advocacy

  7. Colorado Motto: Nothing Without Providence • Fake Driver License Operations • Law Enforcement Officials Trainings on Enforcing Underage Drinking Laws • Strengthened Working Relationship between Local Police Departments, Sheriff Offices and State Liquor Control

  8. ConnecticutMotto: He Who Transplanted Still Sustains • Funded 29 Communities to Develop Comprehensive Approaches to STOP Underage Drinking • Over 10 Communities Passed Local Ordinances to Stop Underage Drinking • Over 1,000 youth have participated in Connecticut coalition events

  9. District of ColumbiaMotto: Justice for All • Developed campus/community ordinances • Developed a Responsible Alcohol Server program • Work with law enforcement to resume compliance checks

  10. Delaware Motto: Liberty and Independence • Developed Sticker Shock Program-Merchant, DABC, Youth, and Media partnership • Developed Life Skills Training-4H Groups • Enhanced DE State Police-Enforcement Efforts

  11. FloridaMotto: In God We Trust • Creation of the Office of Drug Control • Publication of the Florida Youth Survey • Prevention Conference Brings Together 1,500 Adults and Youth

GeorgiaMotto: Wisdom, Justice and Moderation • The Cobb Underage TaskForce was successful in introducing amendments to the Cobb County Code of Ordinances • Passage of Senate Bill #99, Keg Registration • After January 1, 2002, all licensees applying for an alcoholic beverage license, must attend an approved alcohol sales and service policy workshop

HawaiiMotto: The Life of the Land Is Perpetuated in Righteousness • Hawaii County received an EUDL discretionary grant in the spring of 2001 • Hawaii’s Project PAU adopted a statewide strategic plan to address some of the following goals • reducing youth access to alcohol • Increasing enforcement of laws related to underage drinking • conducting education and prevention activities • creating media advocacy and policies

  14. IdahoMotto: It Is Forever • Working with Local Law Enforcement to Enforce Underage Drinking Laws • Funding for State Library Videos • Eleven Different Focus Groups were Held Throughout Idaho

  15. IllinoisMotto: State Sovereignty National Union • Developed Community Tool Kit to address underage alcohol use at local level • Developed an Enforcement Officers Course • Funded Illinois State Police to assist eight local police districts

  16. IndianaMotto: The Crossroads of America • Keg Tracking was passed into law • Over 300 students from around the state participated in Youth Summit – January 2002 • Over 150 youth participated in a Youth Legislative Breakfast at the Indiana Statehouse

  17. IowaMotto: Our Liberties We Prize & Our Rights We Will Maintain • Worked with the Iowa Sate University Office of Public Safety to Establish "Social Norms" projects • Get a Grip Program • Drivers Education Curriculum and Training Specific to Drinking and Driving

  21. MaineMotto: I Lead • A comprehensive approach that involves people from all walks of life working together • First time compliance checks to begin October 2002 • Sub-grants funding a statewide task force

MarylandMotto: Manly Deeds, Womanly Words • Between 1998 and 2001, underage drinking among Maryland 6th graders decreased 30% • Several police academies have incorporated underage drinking enforcement strategies into the curriculum for all students • Implemented a law which allows police to write citations for retailers who sell alcohol to minors

  23. MassachusettsMotto: By the Sword We Seek Peace, but Peace Only Under Liberty • Social norms campaign: Berkshire County colleges/Western Massachusetts • Developed teens at risk intervention/prevention program • Developed Cape Cod underage drinking program: youth forum/town meeting May 2002

  24. MichiganMotto: If You Seek a Pleasant Peninsula, Look About You • Special events enforcement program • Party Patrol Pilot Program • Look-out, Cops in Shops and Compliance operations

  25. MinnesotaMotto: The Star of The North • Communities Requesting Funds to do Compliance Checks and Other UAD Strategies • Technical assistance to communities • Youth Involvement on the Legislative Level

MississippiMotto: By Valor and Arms • MS Division of Public Safety Planning  & MADD, MS are involved with subgrant to provide a Court Monitor • MS DPSP and AG's Office have an agreement which allows AG's Office to provide compliance checks at retail o • MS DPSP and Jackson County Children's Services have subgrant to reduce the sale of alcoholic beverages to underage drinkers

MissouriMotto: The Welfare of the People Shall Be the Supreme Law • Partners in Environmental Change (Campus/community Coalitions to Reduce Underage Drinking) • Expanding graduated sanctions from a city-wide (Springfield) effort to a county-wide (Greene County) effort • Multi-Jurisdictional Task Forces

  28. MontanaMotto: Gold and Silver • Providing vendor training to all licensed alcohol retailers • City Ordinances - 1) Keg Registration and 2) Records kept for six months • A collaborative effort to achieve consistency and unification in MIP citations

NebraskaMotto: Equality Before the Law • Statewide compliance check operations through partnership with Project Extra Mile • Columbus Community Forum: “Join Us in Going the Extra Mile: A Discussion of How Underage Drinking is impacting Our Communities” • Effectively used media and community advocacy to block a proposal by the liquor industry and the grocer’s association

NevadaMotto: All for Our Country • Partnered with the Nevada Interscholastic Athletic Association to develop a standardized statewide alcohol and drug policy • Implemented a data tracking system for compliance check outcomes • From 1999 to 2001, across the board 5% reduction in alcohol related risk behaviors as reported in the most recent Youth Risk Behavior Survey

  31. New HampshireMotto: Live Free or Die • Improved state and local law enforcement agencies collaboration • Expanded the Coverage Area of Law Enforcement Coalitions • Enforcing Underage Drinking Laws Training to Local Law Enforcement Agencies

  32. New JerseyMotto: Liberty and Prosperity • As of May 30, 2002 - 374 Cops in Shops arrests • Implementation of an award winning 30-second PSA entitled "Down the Shore" • Created follow-up series to the "Philly Gold"   award winning comic strip "Over the Limit"

New MexicoMotto: It Grows as it Goes • Developed the New Mexico Department of Public Safety, Special Investigations Division • Increased training and technical assistance to funded communities • Enhanced the prevention/education programs by using training and technical assistance to strengthen the programs and promote best practices

  36. North DakotaMotto: Liberty and Union, Now & Forever, One & Inseparable • Media Campaign: • Governor Spouse’s initiative • development of an underage drinking video talking about ND laws Law enforcement operations • Juvenile Drug Court

OhioMotto: With God, All Things Are Possible • Parents Who Host Lose The Most Media Campaign won the Ohio Exemplary Prevention Program for State Fiscal Year 2002 • The Ohio Soft Drink Association  donated funds to produce a PSA • Ohio Parents For Drug Free Youth  issued a  grant announcement to all 88 counties in Ohio

  38. OklahomaMotto: Labor Conquers All Things • Project Under 21 establishes a toll free tip line 1-866-STOP-U21 • Project Under 21 trained over 325 law enforcement officers in 4 OJJDP/UDETC Trainings • Project Under 21 distributed over 625,831 promotional items

OregonMotto: She Flies with Her Own Wings • Sponsored a 1-day summit bringing together local prevention professionals and law enforcement staff • College Campus Staff Sponsored with HED a 2-day training for campus staff • State and RWJ grantee worked closely to sponsor three interactive displays at the Oregon Museum of Science and Industry

  40. PennsylvaniaMotto: Virtue, Liberty, and Independence • 9 Colleges and Universities have Implemented Prevention Initiatives in the Area of Underage Drinking • Partnership with Pennsylvanians Against Underage Drinking • The Hotline – 1-888-UNDER21

  41. Rhode IslandMotto: The Ocean State • 4 new Radio ads one each to target underage youth, young adults, parents and merchants • Passage of Keg Registration Bill out of Senate Committee. Currently awaiting vote in General Assembly. • New outdoor advertising campaign on billboards and transit shelters throughout the State

  42. South CarolinaMotto: While I Breathe, I Hope • Statewide Press Conference to Release SC Task Force on Underage Drinking  Recommendations • Building Comprehensive Program and Relationship with State Law Enforcement Division (SLED)

  43. South DakotaMotto: Under God, the People Rule • Diversion Programs • Safe Community Coalition efforts • Law Enforcement efforts- high visibility enforcement through OT hours, especially during prom and graduation week

  44. TennesseeMotto: Agriculture and Commerce • Provided training to law enforcement officials • Increased compliance investigations • Developing Youth in Action groups throughout the state

TexasMotto: Friendship • CJD Awarded Funds for a Comprehensive Partnership to Reduce Underage Drinking Through Prevention, Intervention, and Interdiction • A Statewide Project Awarded That Targets Retailer Education and Technical Assistance • Awards were made to the cities of Brownsville and El Paso to combat underage drinking of youth coming and going across the Texas-Mexico border

  46. UtahMotto: Industry • Youth Court Convention - 335 Youth Leaders and Adult Advisors, Representing 44 Courts Statewide • Enforcement Drinking Enforcement - The Little Sahara Sand Dunes • Peer Prevention Training - High School Peer Leader Programs

VermontMotto: Freedom & Unity • START (Stop Teen Alcohol Risk Teams) Doubled • Increased Enforcement has Created an Increased Demand for Adolescent Specific Intervention/Assessment Services • The Development of Tools Which Support Those Who Sell Alcohol to Better Assure that Youth are Not Served

  48. VirginiaMotto: Thus Always to Tyrants • Development of training for local law enforcement on the ABC Laws • Held Policy Option training facilitated by PIRE for 23 communities • Implementation of a Social Norms Campaign in the Community College System

  49. WashingtonMotto: Alki (Chinook for “Bye and Bye”) • Washington Prevention Summit – 125 Law Enforcement Officials & 800 Participants • Increased Enforcement Activities • Launched a Statewide Youth Initiative – Washington Allied Youth in Action

  50. West Virginia Motto: Mountaineers Are Always Free • Created a partnership with ABC; developing regional training(s) and subgrantee coordination • Implemented a new scanning technology enabling better enforcement • Sponsored an Alcohol Enforcement Specialist training which included the sobriety obstacle course for community members
