Overview • Florida’s approach... • Which states have provided data so far? • Initial results of linkages with WRIS ... • Where are they now, ...if not in Florida? • What are the average earnings by states? • SIC codes reported in various forms... • Which workforce development boards were the out of state “finds” originally from? • Effect of WRIS on performance measurement, initial results overall, by customer category and by workforce development region

ONLY “Exiters” from 1998 - 4th qtr through 1999-2nd qtr WITHOUT post program Florida employment • in any of three post quarters were submitted … • Records were grouped and submitted on the basis of YRQTR of exit and YRQTR for which the UI data was sought...(e.g., W984991i.txtis the input filename for exiters from1998-4th qtr where UI data was requested for 1999-1st qtr, W984991d.txt is the saved downloaded filename). • ONLY post-program UI data was requested in the initial submissions..

  4. Florida Records submitted to WRIS... POST EXIT UI QTRs EXIT PERIOD 1998-4th QTR 1999-1st QTR 1999-2nd QTR 1999-1st 1999-2nd 1999-3rd 1999-2nd 1999-3rd 1999-4th 1999-3rd 1999-4th Initial data reviewed based on these three exit quarters with a total of eight UI quarters of data requested for various post1,post2 & post3 UI needs.

Florida’s Using WRIS Data for the Following WIA Performance Measures: • Entered Employment - not employed at registration, employed post-program quarter 1 • Employment Retention- employed post-program quarter 1, employed post-program quarter 3 • Earnings Change/Replacement Rate- pre-program quarters 2 & 3 earnings compared to post-program quarters 2 &3 earnings • Credentialing Measures - for those that also use employment data

  6. 14,088 Florida “Not Found Employed” records submitted to WRIS(total @ post qtr) (Comprised of 6,721 “Exiters” from 1998-4th qtr->1999- 2nd qtr NOT found in FL employment in any ONE or more of three post exit quarters) 573 Total “JOB” records returned via WRIS with exiters post-quarter UI data 389 Unduplicated JOBS - each job occurrence only counted once 350 Employers 274 Individuals with WRIS providing 1 or more JOB RECs(actual number benefiting is higher as some are in more than one customer group…)

  7. JOBS reported back to Florida via WRIS by State- Results from all of Florida’s JULY 2000 submissions combined (1999 UI data)

  8. ALL FL REQUESTED WRIS DATA COMBINED TO DATE (UI QTRs 1-4 of 1999) AVG QTRLY EARNINGS BY STATE $4,005 $4,389 $3,961 $3,477 $1,351 $6,048 $3,623 $4,186 $4,006

  9. other observations...Only 47 of the 573 returned records actually had a DOT code (8.2%)….There were several different coding methods for “SIC” code (four digit, six digit, and an alpha & numeric combination)...

  11. Care needs to be given when speaking of results. Are they at the person level, exit quarter level, UI quarter basis, customer group level, state level or at the regional workforce development board level?

  12. A few individuals were found in more than one out of state job, in more than one state!

Future directions for Florida’s WRIS usage... • Submit all records, not just those “not found” in Florida • Request data for pre-program UI data using quarterly “registrant files”as well as all post UI periods using “exit” files. • Determine best method of WRIS usage for Florida considering costs & benefits… • Determine how much performance value is actually added...
