Facts: Load control in the area of Hafslund Nett Ongoing activity • EFFLOCOM pilot: • identifying new controllable load groups • designing new tariffs • testing load control during limited time periods. • Implementation of hourly metering of 6200 customers. MAIN OBJECTIVES • Postphone distribution network reinforcements • Achieve network tariffs that gives the customer incentives for investment in load control. • Participate in the Regulating Capacity Option Market

  4. Today, controllable loads mainly consists of electric boilers Today, About 20% of the peak load is controlled! Loads with limited flexibility represents a huge potential!!!

  5. Description of the infrastructure of load control and hourly metering

  6. CIS Front End MVS Central level • The Front End system is the interface between the system of direct communication and other software programs. One Front End is required for each system of communication (GSM, GPRS and PSTN) • All the software systems of the Network Company are gathered in the central level system. Customer Information System (CIS), Meter Value Server (MVS) etc.

  7. GSM (SMS) +Telephone Transmission level • The system of direct communication of Hafslund Nett consists of GSM (Global System for Mobile communication) with SMS- and GPRS technology, as well as PSTN (Public Switched Telephone Network). • Hafslund Nett mainly uses communication directly from the Front-end system to the consumption point, without any communication concentrators.

  8. Terminal Meter Control unit (relay/switch ) Customer level • Usually, the terminal is connected to the meter of the actual loads. In most cases electronic meters are used. • The terminal serves as a temporary storage of meter values before transmitting the metered data to the central collection system. • The terminal executes the load interruption or activates the load control by transmitting a signal to the load control unit. Load control can be interruption of loads or downward adjustment of loads.

Results from the pilot project Melting furnaces Cooling compressors Furniture dealer Pumping Plant 1,5MW 1,0MW 0,4MW 1,0MW 1,5MW • Interruptiononce a day all day • Interruption twice a day for two hours • Maximum 10 interruptions per year • 6 hours rest between each interruption • If a extraordinary situation occur, interruption is not possible!! Example of extraordinary situations! • Inundation or conflagration  watersupply of Oslo must have priority in such situations (Pumping plant) • If the request of remote load control occurs during starting-up a Copper-melting process, the melting furnaces will be full of copper and a the load control have to wait until the furnaces are empty (Small industry) • If any failuare occurs to the communication between the Network Company and the customer load, this could involve expensive and irreparable failure on the customer’s activity (All customers)

When convincing the customer to permit remote interuption/control of vulnerable loads, several barriers arise: • Duration of interruption/control • Time of rest between interruption/control • Number of interruption/control • Alert before interruption/control • Technical solution for interruption/control • Sufficient cost-benefit through the Network tariff • Consequense of a possible failure of interruption/control (reliability of direct communication) No influence ?
