Definitions (from the IT Tables) • Eligible • Student who has take or is currently enrolled in an approved CTE course and has an active enrollment record in MARSS for the current reporting year. • Participant • An individual who has participated in career and technical education courses in one career field for 100 hours or more • Concentrator • An individual who has participated successfully (passing grade) in career and technical education courses in one career field for 240 hours or more

  8. 1S1 Academic Attainment in Reading/ Language Arts* • Numerator: Number of CTE concentrators who have met the proficient or advanced level on the Statewide high school reading/language arts assessment administered by the State under Section 1111(b)(3) of the Elementary and Secondary Education Act (ESEA) as amended by the No Child Left Behind Act based on the scores that were included in the State’s computation of adequate yearly progress (AYP) and who, in the reporting year, left secondary education. • Denominator: Number of CTE concentrators who took the ESEA assessment in reading/language arts whose scores were included in the State’s computation of AYPand who, in the reporting year, left secondary education. • *FY 11 Definition uses MCA10. • *FY12 and FY13 Definition will use the GRAD portion of the MCA10.

  9. 1S2 Academic Attainment in Mathematics* • Numerator: Number of CTE concentrators who have met the proficient or advanced level on the Statewide high school mathematics assessment administered by the State under Section 1111(b)(3) of the (ESEA) as amended by the No Child Left Behind Act based on the scores that were included in the State’s computation of adequate yearly progress (AYP) and who, in the reporting year, left secondary education. • Denominator: Number of CTE concentrators who took the ESEA assessment in mathematics whose scores were included in the State’s computation of AYP and who, in the reporting year, have left secondary education. • *FY 11 Definition uses MCA11. • *FY12 and FY13 Definition will use the GRAD portion of the MCA11.

  10. 2S1 Technical Skill Attainment* • Numerator: Number of Secondary CTE Concentrators within Programs of Study selected by the state for which state-approved technical skill assessment instruments have been identified who passany of those identified technical skill assessment instruments pertinent to the Program of Study in which concentrator status is obtained. (FY10-11, 11-12, 12-13) • Denominator: Number of Secondary CTE Concentrators within Programs of Study selected by the state for which state-approved technical skill assessment instruments have been identified who attempt any of those identified technical skill assessment instruments pertinent to the Program of Study in which concentrator status is obtained. * FY11 is the first year of TSA reporting for Secondary

  11. 3S1 School Completion • Numerator: Number of CTE concentrators who earned a regular secondary school diploma during the presorting year. • Denominator: Number of CTE concentrators who left secondary education during the reporting year.

  12. 4S1 Student Graduation Rates (Prior Year Data) • Numerator: Number of CTE concentrators who, in the reporting year, were included as graduated in the State’s computation of its graduation rage as described in Section 1111(b)(2)(C)(vi) of the ESEA. • Denominator: Number of CTE concentrators who, in the reporting year, were included in the State’s computation of its graduation rate as defined in the State’s Consolidated Accountability Plan pursuant to Section 1111(b)(2)(C)(vi) of the ESEA.

  13. 5S1 Placement (Prior year data) • Numerator: Number of Secondary CTE Completers who register as participating in higher education in a data match through the Minnesota Office of Higher Education PLUS The number of Secondary CTE Completers who do not register as participating in higher education in a data match through the Minnesota Office of Higher Education but do respond positively to a survey request for information pertaining to their higher education, employment or military status. (AY: 10-11) {Number of Secondary CTE Completers who register as participating in higher education in a data match through the Minnesota Office of Higher Education (FY11-12, 12-13)} • Denominator: Number of Secondary CTE Completers. (AY: 10-11, 11-12, 12-13)

  14. 6S1 Nontraditional Participation • Numerator: Number of CTE participants from underrepresented gender groups who participated in a program that leads to employment in nontraditional fields during the reporting year. • Denominator: Number of CTE participants who participated in a program that leads to employment in nontraditional fields during the reporting year.

  15. 6S2 Nontraditional Completion • Numerator: Number of CTE concentrators from underrepresented gender groups who completed a program that leads to employment in nontraditional fields during the reporting year. • Denominator: Number of CTE concentrators who completed a program that leads to employment in nontraditional fields during the reporting year.

Data Submissions for the P-File • March • MDE submits any changes to the Minnesota Certified Software Vendors for character layout • Table C – Table of Career and Technical Education Programs and Licenses • June • Districts CTE personnel (teacher, counselor, local designated CTE contact) should ensure that all data is available for the P-file submission (appropriate programs/courses, course length in minutes, proficiency status for the courses, TSA identifier, and TSA proficiency • MDE web submission site is opened

Data Submissions for the P-File continued • Early June through the end of September • P-files submitted to MDE via the web based submission (*Written directions are provided to all identified district personnel who download the data file - 1 per district) • MARSS errors are reported back to the local districts and Consortium Coordinators • Beginning in August, MDE sends out reminders of data download status to all identified district personnel and 26 Perkins secondary consortium coordinators • September MDE phones all districts who have yet to complete the data submission • September 29, 2011: WEB SITE CLOSES FOR FY11 CARL PERKINS DATA SUBMISSION

Data Submissions for the P-File continued • October – Updates for the FY11 MARSS data are due to MDE • November – Initial data is examined for accuracy • December – Data is due to OVAE via EDEN • January – *Data Reports available for district download. Consortia directors should ask the local district personnel for copies of the district reports. (*Written directions are provided to all identified district personnel who download the data file - 1 per district) • February – plan for changes for next fiscal year
