Guiding Beliefs and Approach toward CCR Implementation in WA 2-Prongs • The What: Content Shifts (for students and educators) • Belief that past standards implementation efforts have provided a strong foundation on which to build for CCSS; • HOWEVER there are shifts that need to be attended to in the content. • The How: System “Remodeling” • Belief that successful CCSS implementation will not take place top down or bottom up – it must be “both, and…” • Comprehensive Professional Learning Systems are KEY CCR Systems Webinar Pt.3-inst.materials.3-18-14

The “What”:ELA and Math Content Shifts • Shifts in ELA • Building knowledge through content-rich nonfiction and informational texts in addition to literature • Reading and writing grounded in evidence from the text • Regular practice with complex text and its academic vocabulary These apply to content area (social studies, science, and technical subject) teachers as well as to English teachers. • Shifts in Mathematics • Focus: fewer topics focused on deeply in each grade • Coherence: Concepts logically connected from one grade to the next and linked to other major topics within the grade • Rigor: Fluency with arithmetic, application of knowledge to real world situations, and deep understanding of mathematical concepts CCR Systems Webinar Pt.3-inst.materials.3-18-14

Publishers’ Criteria: Possible Uses Use Cases What States, Districts and Teachers Can Do Informing purchases and adoptions Ensure that instructional resource purchasing criteria and decisions are aligned to the Standards. Working with previously purchased materials Use the Publishers’ Criteria to review existing materials and adjust to improve alignment (remove or supplement). Reviewing teacher-developed materials and guiding their development Use the Publishers’ Criteria to support teachers in developing materials and ensure that teacher-developed resources are aligned. An Overview • Purpose: • To catalyze the impact that the CCSS can have on student achievement by building and applying a common vision of CCSS aligned, high quality instructional and assessment materials • What it is: • Collaboration between Achieve, CCSSO and Student Achievement Partners • A resource that brings together a set of interrelated, freely available tools for evaluating instructional and assessment materials for alignment to CCSS • Support for the evaluation of comprehensive textbook or textbook series, units, lessons, grade or course-level assessments, item banks, and individual assessment items and can be applied to both print and digital materials CCR Systems Webinar Pt.3-inst.materials.3-18-14

Key Design Features • The Publishers’ Criteria were developed from the perspective that publishers and purchasers are equally responsible for ensuring high quality instructional materials. • They do not define, endorse or prescribe curriculum; those decisions are, and should be, local within each state or district. • All tools provided directly support the expectations of the CCSS and are derived from or closely aligned with the guidelines provided in the Publishers’ Criteria for mathematics and English language arts/literacy • Included tools do not address all factors that may be important in determining whether instructional materials and assessments are appropriate in a given local or state context but instead aim to clearly articulate the criteria for alignment to the CCSS CCR Systems Webinar Pt.3-inst.materials.3-18-14

Instructional Resource Review • Materials reviewed: Full math curriculum, ELA materials for whole class instruction and support (ex. text sets, grade-level texts), ELA materials for small group instruction (ex. reading foundations, guided reading, guided writing), ELA materials for independent reading programs, and ELA and math benchmark assessments. • How it works: Materials are reviewed and posted as they are submitted. The Department can not review materials unless they are submitted by the publishers. Districts have influence convincing publishers to submit materials. • Tiered and Posted: Once reviewed the materials are tiered using the criteria below: • Tier 1: Exemplifies quality of the standards. The materials meet all non-negotiable criteria and consistently meet additional criteria. • Tier 2: Approaching quality of the standards. There are some real strengths and some real gaps. All non-negotiable items met, but some additional criteria have gaps. • Tier 3: Does not represent quality of the standards.
