  2. JAR-STD Steering Group Proposal for Amendment of JIP Section Six, Part 2 Procedures for the Qualification of an STD/FSTD under the Catch-Up Process (JIP Exemption Process) .

  3. The Problem • Approximately 11000 European pilots a year are trained on simulators in North America which are being operated under National User Approvals only. • These devices have never been Qualified under JAR-STD 1A • A first qualification under JAR-STD 1A requires compliance with the latest standard (Amdt 3) • The majority of these devices cannot, reasonably, be brought into compliance with JAR-STD 1A, Amdt 3 .

  4. The Problem • When EASA takes competence for simulators, only JAR-STD 1A Qualified devices will be acceptable for European training • Approximately 150 simulators are required to be JAR-STD 1A Qualified in the next 15 months • The required simulator capacity is not available within Europe .

  5. The Problem • The only alternative to the use of these devices is training in the aircraft • Some devices have never been evaluated by a JAA NAA • Experience has shown that the devices, whilst providing a generally acceptable level of training, are poor in terms of the European training and operational environment • The CUP provides a unique opportunity to ensure these devices provide an equivalent level of training standard to a fully JAR-STD qualified simulator .

  6. Eligibility • The device must hold a current FAA Qualification to AC 120-40B or later. • For Helicopter devices AC 120-63 .

  7. Eligibility • Full flight simulators first qualified to Level C or D on, or before, 6th October 2005 .

  8. Eligibility • Where adequate training capacity is available on devices qualified to current JAR-STD standards, a simulator qualified under catch-up must meet the same standard .

  9. Eligibility • Where adequate training capacity is not available but devices exist that are qualified to later JAR-STD standards, devices qualified under catch-up may be required to be brought up to that standard. .

  10. Eligibility • Devices granted a JAR-STD Qualification under the catch-up process will be subject to an annual recurrent evaluation and re-qualification. .

  11. Eligibility • JAR-STD Qualifications issued under the catch-up process will be subject to a maximum validity of 5 (five) years after EASA takes competence for Operations and Licensing. .

  12. Eligibility • Simulators will only be eligible for Qualification under the catch-up process if the operator of the devices has an effective Quality System and compliance with the requirements of JAR-STD 1A.025 has been demonstrated. .

  13. Process • Any JAR-STD Qualification Certificate issued under the catch up process, will be issued by a JAA/EASA member state holding mutual recognition status • Qualification Certificates issued under catch-up will clearly identify that this is the case .

  14. Process • The evaluation process, for each device, may require up to two days. • The evaluation process will include a four hour fly-out of the device. • Devices that have not previously been evaluated by a JAA member state will require an additional four hour fly-out. .

  15. Process • The evaluation will include checks of simulator configuration and control of QTG’s in accordance with JAR-STD 1A .

  16. Process • If an evaluation of the device for a National User Approval has been carried out within the last 12 months, a re-evaluation under the EASA process may not be necessary for the issue of a JAR-STD Qualification under catch-up. .

  17. Process • Copies of the current FAA Qualification Certificate and latest Evaluation Report must be provided at the time of the evaluation. .

  18. Process • The subjective fly-outs will be carried out in accordance with standard JAA flight profiles. • The evaluation will include confirmation of compliance with the JAA/EASA Catch-up Special Conditions. .

  19. Process • A separate audit of the quality and configuration management systems at each training centre, will be carried out. • The information defined in JAR-STD TGL 9, Appendix 2 must be provided at the beginning of the audit. • Compliance with JAR-STD 1A.025 must be demonstrated before a JAR-STD Qualification Certificate can be issued. .

  20. Process • The CUP evaluation teams will be agreed by the JAR-STD Steering Group • Supporting pilots will be provided by FAA or the operator and in the latter case must be type rated and current on the aircraft type being simulated. • Full JAR-STD 1A, Amdt 3 qualifications should be carried out by JAA NAA teams in accordance with existing processes • Operator audits will be conducted under JAA NAA control .

  22. Scope of Issue CAE-Simuflite • 35 Devices used for European pilot training • 6 with full JAR-STD 1A, Amdt 3 Qualification • 9 will seek full JAR-STD 1A, Amdt 3 Qualification • 20 to be qualified under catch up .

Scope of Isssue Flight Safety International • Approximately 120 devices currently in use for European pilot training • 12 devices hold full JAR-STD 1A Qualification • Approximately 15 devices will seek JAR-STD 1A, Amdt 3 Qualification • Approximately 60 devices to be qualified under catch-up .

  24. Scope of Issue New Devices • Approximately 20 new US located devices will seek full JAR-STD 1A, Amdt 3 qualification in 2008 • Current backlog of approximately 10 devices seeking full JAR-STD 1A, Amdt 3 qualification .

  25. Scope of Issue • Full JAR-STD 1A, Amdt 3 qualification will be sought for approximately 40 devices • Qualification under catch-up will be sought for approximately 90 devices • A small number of additional qualifications under catch-up will be sought by other training providers e.g. Bombardier, SimCom. .
