Environment Group - Role of Environment Liaison Officers (ELOs) • Conduit for timely, prioritised, focussed advice from Environment Group (EG) to each response cell • Includes all environmental and public health advice • Deliver feedback on operational activity response progress to the EG • EG advice only – ELO is not decision maker National Contingency Plan – Environment Group Training

Environment Group - Role of the ELOs • EG must have ELO in each response cell • EG Chair to arrange for suitable ELO(s) • ELO should be suitably trained for role • EG core members to identify their ELOs • Major/complex incident may require several ELOs and/or specialist advice National Contingency Plan – Environment Group Training

Competencies of ELOs • Ability to command respect • Ability to communicate clearly and succinctly • Ability to exercise delegated authority on behalf of the Group • Ability to work under pressure of time and workload - some (many) decisions may need to be made in quick time National Contingency Plan – Environment Group Training

  4. Role of ELOs in the Salvage Control Unit (SCU) • Definitely only one ELO • Useful to become familiar with salvage procedures • Will represent EG at daily SCU meetings • SOSREP, PCPSO • Salvors • Salvage advisers • Shipowners National Contingency Plan – Environment Group Training

Role of ELO in the Salvage Control Unit (SCU) • Will liaise directly with SOSREP and CPSO • May be asked for a view on operational matters in quick time • Important to agree and maintain sharp two-way communication protocol with EG • 24hr operations will clearly require nominated deputies / clear handovers National Contingency Plan – Environment Group Training

  6. Role of ELO in the Marine Response Centre (MRC) • May need to familiarise themselves with technical issues of : • at-sea response options - dispersants, recovery etc. National Contingency Plan – Environment Group Training

Role of the ELO in the Shoreline Response Centre (SRC) • EG likely to be located close to SRC • ELO on both Management and Technical Teams? • Useful to understand: • fate of pollutant • clean-up techniques • dispersants • waste disposal issues National Contingency Plan – Environment Group Training

Role of Salvage Control Unit ELO in WILLY incident • ELO = Keith Hiscock (MBA) • Daily SCU meetings • Inform SCU of key sensitivities in a concise structured manner • Provide EG view on possible impact on public health • Provide advice on impact of IFO 180 National Contingency Plan – Environment Group Training

  9. Role of Salvage Control Unit ELO in WILLY incident • Provide updates on environmental monitoring of impact on immediate rockpool communities • Provide impact assessments on oil release scenarios • Involvement 1 week + National Contingency Plan – Environment Group Training

Role of Salvage Control Unit ELO in KODIMA incident • ELO = Colin George DEFRA • Main threat = 450 tonnes IFO 180 • Problem associated with timber cargo • Daily SCU meetings at QHM Longroom • Advice provision on sensitivities (already worked up during WILLY incident) • Very different character National Contingency Plan – Environment Group Training
