  1. PLANNING THE TRAINING PROCESS IN THE CIVIL SERVICE SYSTEM OF THE REPUBLIC OF ARMENIA 15 October 2013 Chisinau, Moldova

  2. PLANNING THE TRAINING PROCESS The process of planning of the civil servants’ training in the Republic of Armenia is conditioned by the RA Law on Civil Service.

  3. PLANNING THE TRAINING PROCESS • According to the Law every civil servant shall be subject to mandatory training at least once every three years. This statement of the Law does not exclude that civil servants can be trained more frequently. • The expenses connected with the training of Civil Servants are made at the expense of the resources of the state budget, as well as of other resources not prohibited by the legislation of the Republic of Armenia.

  4. MANDATORY TERM – OPTIONAL CONSEPTS Only the term has a mandatory nature in the trainings of civil servants. It gives an opportunity to civil servants to choose training programs. So, the training is mandatory in the aspect of the terms, but it is optional in the conceptual aspect. So it is about mandatory term, but optional concepts.

  5. TRAININGS’ AIM AND DURATION • The training programs aim to meet the horizontal, as well as the vertical needs. They are divided due to the civil servants position groups. • The duration of the training programs differ from 3 days to 2 weeks. There are 50 training programs at the moment and their amount increases every year.

  6. THE PROCESS OF TRAININGS PLANNING Every November we start the procedure of training planning for the next year.

THE PROCESS OF TRAININGS PLANNING • The Civil Service Council which is directly responsible for organizing and coordinating the training procedure of the civil servants, sends the programs approved by the Council to the 46 corresponding bodies including the Staff of the RA President, the Staff of the RA Government, ministries, the Staffs of the Marzpetarans /Regional Governor’s Offices/, etc.. • The corresponding bodies present to the Council the annual application for the civil servants of the given body before January 15.

  9. THE PROCESS OF TRAININGS The numbers presented by the corresponding bodies shall not exceed the 1/3 of their staffs, as the total of it is the exact quantity for which, as required by Law, budgetary expenses are made for the civil servants’ trainings.

THE PROCESS OF TRAININGS After the applications are received the number of the trainee civil servants becomes clear, and based on that the Civil Service of the RA organizes trainers’ competition. As a result of the competition contracts are made with the winning institution, for a program or another, for providing service on one or several training programs.

  11. THE PROCESS OF TRAININGS After the contract is made the plan-schedule for the civil servants of the given body is sent to corresponding bodies, in which it is clearly stated in which training organization and within what dates the civil servants are to be trained.

  13. THE PROCESS OF TRAININGS At the meantime, the schedule of the trainings is sent to the training institution, in which it is shown civil servants from which corresponding bodies, in which programs and within which dates are included in the training groups /20-25 people/.

For the corresponding body and the training organization it is just a matter of keeping up with the demands both of the planning, and the schedule. • The Corresponding Body sends the nominal data of the trainee civil servant to the trainer a week before the training, formulating that in a decree. The duplicate of the nominal application parallel presented to the Civil Service Council.

  16. Interesting remark: Only digital data are being used. The purpose of that is the maintenance of utmost possible flexibility, to organize the training for any civil servant at the best time both for the servant, and the body.

  17. In the process of increasing or decreasing of the groups in any of the programs our intervention is brought to its minimum. If the program is good and is of demand, the number of the applicants grows more and more. And if not, then the program ceases its activity with the time.

  18. No high science - only a logical chain of organizing a process. This process has been planned, organized and controlled by a special program developed for it, which is “The Electronic Program of Human Resources Administration.”

  19. ATTENTION: The electronic panel for organizing trainings for civil servants is already ready, which will enable us to start distant trainings of civil servants starting from January, 2014.

The annual planning of the trainings do not restrict the capabilities to organize additional targeted trainings The annual planning of the trainings do not restrict our capabilities to organize additional targeted trainings also with the means not prohibited by the Law. A lot of training programs have been developed, tested and included in the trainings list with the support of partners, international and non governmental organizations.
