Current PM2.5 NSR Guidance • PM2.5 is a regulated NSR pollutant. • Proposed PM2.5 NSR implementation rules issued November 1, 2005. • By memos issued in October 1997 and April 2005, EPA recommended use of PM10 as a surrogate for PM2.5 until PM2.5 NSR implementation rules become effective. • Title V permitting comment in recent non-NSR final PM2.5 implementation rules.

  3. Proposed PM2.5 NSR Implementation Rules • PM2.5 significant emissions rate = 10 tpy (direct emissions) • Precursors: • SO2 - mandatory nationwide • NOx - included unless State demonstrates otherwise • VOC - excluded unless State demonstrates otherwise • Ammonia - excluded unless State demonstrates otherwise • SO2 and NOx significant emissions rate = 40 tpy (same as in other NSR rules)

  4. Other Comments on PM2.5NSR Implementation • Final NSR implementation rules expected Fall 2007, not including components in next item. • Separate proposed rules to be issued for PM2.5 increments, significant impact levels, and significant monitoring concentrations. • Final rules and separate proposed rules planned for issuance on same day.
