  2. New Initiatives: • New Funding Formula for 2018-19. • 115th Online College School Services of California, Inc.

New Funding Formula: • Governor proposes $175 million for new student based funding formula • Plan calls for: • Increase of student transfer rates to 4 year colleges • Decrease in excess units taken by students • Increase students in CTE programs • Eliminate achievement gaps • Serve underrepresented students • Hold harmless provision • No district receives less funding in 2018-19. • Based on actual funding received for 2017-18.

  5. 115th Fully Online College: • Governor proposes a new fully online college • Background and Demographics: • 2.5 million adults in California are not currently accessing higher education. • Ages are 25-34, have a high school diploma/some college, no degree. • 48% are Hispanic, about half are women. • At risk during economic downturns and automation in the workforce. • Many access degrees and certificates that are from private or from out-of-state for more $. • Population limited by work schedules, transportation barriers, or child care needs. • New College Focuses on: • Student Success • Programs include vocational training, career advancement, credentialing for child development, the services sector, advanced manufacturing, healthcare, and in-home support services. • Should not impact/compete with traditional community colleges in the system • Affordable low-cost option

Community College Funding Proposals: Other General Apportionment Proposals • $175 million for new funding formula • $161.2 million increase for 2.51% COLA • $60 million increase for 1% Growth • $73.7 million decrease to reflect unused 2017-17 growth • $5.4 million increase for offsetting enrollment fee revenues • $230.2 million decrease to offset local property tax revenue Block Grant Categoricals • Creates flexibility at the local level Online College • $120 million ($20 million ongoing) 115th fully online college

Funding Proposals continued … Workforce Programs • $212 million for K-12 education to expand Career Technical Education programs aligned with Strong Workforce Program • $20.5 million Adult Ed Block Grant Program COLA, $5 million for a shared data system • $17.8 million ongoing funds for K-12 and community college apprenticeship programs • $2 million to fund certified nursing assistant programs Other Programs • $275.2 million - deferred maintenance, instructional equipment • $46 million - support implementation of the California College Promise program • $44.9 million Prop. 51 bonds for 5 new and 15 continuing facilities projects. • $20 million for Innovation Awards grants for enhancing equity • $7.3 million for 2.51% COLA for Categoricals (DSP&S, EOPS, CalWorks and Childcare Tax Bailout).
