  6. ROLE OF THE CITY TACLOBAN CITY in Numbers • Population: 43,434 total households, with an average of 5 people per household. (Community Based Monitoring System (CBMS), 2015-2016) • As of 2016 2,141 households continue to live in makeshift housing. 8,472 households are informal settlers, 4,862 households live without access to safe water supply, and 2,705 households continue to live without access to sanitary facilities. (Tacloban CBMS, 2015-2016). • allocated a total of 44.37 billion pesos for the implementation of 10,648 Yolanda rehabilitation and recovery projects by government agencies and institutions. Among the four clusters, majority of the funding has been allotted to the resettlement of the affected families. 47% is allocated to resettlement, 21% for infrastructure, 19% for social services, and 13% on livelihood. (Yolanda Comprehensive Rehabilitation and Recovery Plan) • As of June 15, 2016, the completion rate of the CRRP is at 54.8%, while the fund utilization is 45.1%. Among the clusters, Social Services has had the highest completion rate at 93.1%, while the resettlement cluster had the least at 28.5%. • Eastern Visayas tourism industry marked a milestone as visitor arrivals exceeded the 1 million count, and surpassed its 2015 regional target by 4.42%. The tourism industry in the region generates about 9.2 billion Philippine Pesos per annum or approximately US$ 184 million. In Leyte alone, the 694,145 visitors that make up 63.13 % of tourist arrivals in the region, generated 5.81 billion Philippine Pesos (US$ 116.2 million) in 2015 (Philippine Statistics Office). This shows the potential of the province of Leyte as the key player of the tourism industry in Region 8. • The economy of the region rebounded from a contraction of 2.4% in 2014 to a growth of 3.9% due to the improved performance of all its industries. Services have also increased from 4% in 2014 to 6.8% in 2015 (Philippine Statistics Office).

Salvacion • New City Dump Site facilities • Public market • Rehabilitation of Bus Terminal • City hall building annex • Rehabilitation of the City Hospital • Design of Yolanda Monument at the Holy Cross Memorial Gardens • Design of various City government facilities • Monitored the construction of school buildings and other structures funded by different international and local non-government organizations & foundations.

Addressing the issue RESPONDING TO THE CHALLENGES PROPOSED MITIGATION & PROTECTION MEASURES • Zone 1 • Produce an offshore island 1km long off the peninsula of the airport section. • Enhance bolder barriers and beach restoration for entire sea facing stretch. • Zone 2 • Create small islands as primary defence linked by elevated roadway linking port to airport (latter bit in future). • Secondary defence achieved through enhanced bolder barriers with addition of mangroves/vegetation. • Zone 3 • Elevated roadway as per Zone 2. • Reclamation taking over existing port location. Port to be relocated in long term. In short to medium term, port will remain on non-reclaimed areas. • Allowance for fishing port to be provided in bottom area of Zone 4. • Zone 4 • Folder type construction plus mangroves and vegetation • Zone 5 • Folder type construction plus mangroves and vegetation ZONE 5 ZONE 4 ZONE 3 ZONE 2 ZONE 1
