  3. Background • Role of SJ Fire Department - Responds to +50,000 calls for service - 80% of calls involve medical treatment - Trained paramedic on each fire engine - Minimum response time - Computer Aided Dispatch system

  4. Background • Role of SJ Streets & Traffic Department - Manage & operate traffic signal network - Successfully manages several ITS projects - Leader in using innovative technology to address traffic issues • Joint implementation of 6-month pilot project to test AVL technology

  5. Goals & Objectives • Evaluate the effectiveness of the AVL system • Demonstrate the capability of AVL technology to: - Improve dispatch process - Optimize traffic signal timing - Collect traffic engineering data

  12. System Testing • Monitor status & location of equipment - Polling/Response Process - Vehicle position, speed, direction • Improvement to dispatch process - Historical records/Route analysis - Emergency response time • Opticom optimization • Traffic data collection (travel time studies)

  13. Current System • Allows for basic AVL functions • Serves as a tool for understanding AVL/GPS technology • Provides a foundation on which we can continue to build on

  14. Future Outlook • Full integration of CAD system w/AVL system to allow for: - Automatic route selection based on vehicle proximity to incident - In-vehicle navigation - Expansion of GIS base map to include attribute data layers

  15. Future Outlook • Full integration would entail: - Install in-vehicle equipment for 50+ fire vehicles - Develop communications interface between CAD & AVL - Upgrade radio infrastructure - Establish new dispatch protocols

  16. For Today... • Complete system testing • Benefit Assessment - Fire staff survey - S&T staff survey - Examine all possible applications • Seek funding for full build-out
