The History of Open Enrollment • Open Enrollment was created by State Statute in 1988. • Basically, open enrollment allows non-resident public school students to attend public schools outside of the school district in which they reside. • More than 30,000 public school students open enrolled last year.

  3. History - Continued • There is no tuition fee charged to the student. • Families generally provide transportation but they do have the right to be transported from the border of the district to the school site assigned. • Schools may choose to send transportation into neighboring districts but must give notice to the resident district.
