  14. External Challenges • Closer contact with counterparts to better understand their needs and expectations • Ensure timely country presence and relevant intervention • Higher response rate in shorter periods • More effective links with national and international stakeholders

Internal Challenges • Stronger resource base for country offices (more and better qualified staff) • Strengthened managerial organization of WHO country offices (operational standardization) • Deepened function-based approach in EURO • Improved coordination with HQ in the framework of the Country Focus Initiative
