Legislation about the Russian Federation Peoples’ Languages It is based on: • The Russian Federation Constitution Clause 68 • Official language of the Russian Federation is Russian. • Republics have the right to determine their own official languages. In agencies of self-government they can be used together with the official language of the Russian Federation • All peoples of the Russian Federation have the right to safeguard their own native languages and to make conditions for its study and development.

Legislation about Languages of the Russian Federation It is based on generally accepted principles and standards of the international laws and international agreements of the Russian Federation, UNO and UNESCO • Federal law «About languages of the Russian Federation peoples» • Federal laws and legal acts, containing regulations of linguistic policy • Laws and legal acts of the Russian Federation subjects in the field of functioning of languages.

Minority and Ethnic Groups Languages in Places of Their Compact Living Can Be Used Together With Official Languages of theRussian Federation • In getting of education; • In meetings of the Council of Federation and State Duma to provide translation to official language of the Russian Federation; • In official publications of legal documents of subjects of the Russian Federation; • During elections and referendums; • In works of state agencies , organizations, institutions and enterprises; • In office works ; • In mass media; • In spheres of industry, communications, transport and energetics; • In service sphere; • In commerce activity during writing geographical names, road and other indications.

Activity of the Authorities of the Russian Federation to Make Conditions for Safeguarding and Development of Minority Languages • Financing of linguistic researches, training of native languages specialistsby budget financing of scientific and educational institutions • Partly financing of publications of educational literature in native languages • Financing of mass cultural events • Holding of scientific practical conferences (it is planned to hold the All-Russian scientific practical conference «Native Languages under the Threat of Disappearance in the System of the Russian Education» in the IV quarter of 2009).

Activity of the Russian Federation Subjects to Make Conditions for Safeguarding and Development of Minority Languages • Adoption and realization of regional laws to support officially native languages; • Realization of sub-programs on safeguarding and development of native languages within the frame of regional programs (financing of research expeditions, holding of cultural events, recordings of works of oral folk art, support of gifted young people, etc.) • Partly financing of publications in native languages • Improvement of qualifications of native language teachers • Determination of educational standards on study of native languages and national cultures

  12. Activity of Municipal Bodies of the Russian Federation to Make Conditions for Safeguarding and Development of Minority Languages • Kindergartens and schools with study of native languages and providing of their functioning

Activity of Public Organizations of the Minorities for Safeguarding of Native Languages • Promotion of value of native language of each nation among population and workers of official structures; • Holding of conferences, seminars, round tables meetings on problems of safeguarding of native languages; • Organizations of Sunday and summer schools on study of native languages; • Achievement of partner relations with the authorities and international organizations

The Main part of the minorities of the North, Siberia and Far East of the Russian Federationis not contented with federal, regional and municipal bodies’ activities on carrying out of laws about languages • In bodies of federal authorities there are no structure on the minorities and safeguarding of native languages; • Not all subjects of the Russian Federation have laws about languages and sub-programs of national programs; • In many municipal formations there is a threat of closing of classes and schools with study of the minorities’ native languages.

Laws about Languages Require Special Mechanisms • Confirmation of sub-legal acts (for example, number of lessons for study of native language in educational plans, number of TV and radio programs in native languages, plan of publications in native languages); • Working out and realization of constructive national programs with concrete results; • Good financing of programs for linguistic study; • Availability of official body for linguistic policy; • Productive cooperation of the authorities and public organizations

International Standards for the Authorities and Public Organizations for Safeguarding and Development of Native Minority Languages • Linguistic standards requirements for common literary norms of the minority languages • Level requirements of knowledge of native minority languages • Working out and realization requirements of national programs for safeguarding of native languages • Educational programs requirements on study of native languages • Requirements of efficiency appraisal of the authorities and public organizations to safeguard native languages of the mimorities.

  20. International Standard for Native Languages of the Indigenous Peopleswill lead to • Increase of International cooperation in the field of safeguarding of native languages of the indigenous peoples; • Creation of effective mechanisms on safeguarding and development of native languages of the indigenous peoples; • Revival of disappearing languages and safeguarding of the indigenous peoples’ traditional knowledge.
