Main considerations • Efficiency aspects: highest CO2 mitigation – investment costs ratio; • PILOT PROJECTS: MULTIPLICATION EFFECT • Technical feasibility aspects; • International trends (BAT and supporting schemes); • Other corresponding national support programs • Demonstration aspects; • EU requirements and related Hungarian legal documents (2002/91/EC directive, 7/2006 (V.24.) TNM, 2006/32/EC directive, National Energy Efficiency Action Plan, etc.); • Attractive program and simple procedure • Definite technical requirements; • Definite determination of grant; • Efficient control procedure; • More efficient investments should receive more support; • Resulted CO2 mitigation and energy saving should be registered; • Only residential and public buildings are subject of support.

Other national support programs in the building sector NEP: • Mainly masonary constructions • Individual applicants • Focus on individual measures • Retrofit actions and renewable energy • No new buildings • Low intensity of support (15-18-20-25%) • Limited budget Panel programme: • Buildings made with industrialised technology • Focus on individual measures • Only whole buildings • Retrofit actions (not exclusively energy) and renewable energy • Reasonable intensity of support (30%) • Limited budget EEOP, ROP: • Non-residential sector • Large projects

Arguments for complex projects • Fabric protection: exchange of windows, controlable heating • Energy aspects: • Upgrade of the building envelope – not udjusted heating system • Modernisation of the heating system – upgrade of the building envelope later – adjustment of the heating system again • Efficient boilers work with low temperature – energy efficient house needed • Balanced ventilation – air tightness • Sunspaces – thermal insulation • Other aspects: • Investment cost of renewable energy systems in an efficient and an inefficient building • Construction costs of a complex renovation lower • Inconviniencies for occupants less • Open burners – air tightness – ventilation system • No conflict with other support programs

Complex renovations • Awarding system • Based on EPBD • Target energy label: C, B, A, A+ • Support depends on the target label in % of investment costs • Calculation according to EPBD (7/2006 (V.24.) TNM Ministrial decree) • Any combination of measures acceptable if target label reached • Market (energy expert) will select the most efficient measures • The whole building must reach the target, but not all the occupants need to participate

Passive house Energy efficient new buildings • Awarding system • Based on EPBD • Target energy label: B, A, A+, passive house • Fix support in function of target label • Calculation according to EPBD (7/2006 (V.24.) TNM Ministrial decree) except passive house • Any combination of measures acceptable if target label reached • Market (energy expert) will select the most efficient measures • The whole building must reach the target, but not all the occupants need to participate • Passive house certification process according to the rules of Passivhaus Institut Darmstadt

Evaluation and control • Independent energy experts guarantee the technical quality on the applicant side • Other independent energy experts guarantee the technical quality on the evaluation side • The rules of the calculation is fixed in the 7/2006 (V.24) Ministerial Decree – well known by experts • Energy bills need to be preserved for occasional control • Different, but internationnally accepted procedure for passive houses
