  6. Context • Evacuation of MD, Town and Fire Nation – approximately 10,000 residents • Loss of electrical power, gas and water to majority of infrastructure • Deployment of up to 1700 personnel (on site)

  8. Time Line • May 15/16 Interface Fire – Response commences • May 17 – Initial Analysis • May 18 – Meet Elected Officials • May 19 – Planned Strategic Planning Session

Time Line • May 20 - Concurrent Strategic Planning Session and Operational Planning Session • May 21 0330 – draft re-entry plan • May 22 – Minister Goudreau and Elected Officials endorse plan – plan implementation starts • May 24 – Plan released to public • May 27 – final phase of plan complete • May 27 – Strategic Planning process for Recovery commences

  10. The Plan Mission • To enable the return of residents to their communities in a safe and orderly fashion with a view to supporting further recovery and long-term restoration activities.

  11. Phases Four phased operation. • Phase 1 – Recovery of Critical Infrastructure. • Phase 2 – Manning of Essential Services. • Phase 3 – Reestablishing Regional Key Business Components. • Phase 4 – General Re-entry of Evacuees.

  13. Lessons Learned • Solidarity in trans-jurisdictional emergencies – the tone is set by the elected officials • Specialized capacity to plan and support joint planning is as important as the response – we need to reinforce success • Go public with the plan!

Facts – “Lessons Re-learned” • Timely communications are essential - Evacuees need information as fast as it is available – accuracy is a risk • A mediocre plan delivered on time is better than the perfect plan delivered late • Even the perfect plan does not survive first contact – agility is key • Opportunity in disaster – the clock is ticking
