  2. RT Program History 4 • 1971: • Start of Respiratory Technician Program • 1 Year Program • GED or HS Diploma not a prerequisite for enrollment 3 2 Years to Completion 1 RespiratoryTechnicianProgram HS

  3. RT Program History 4 • Early 1980’s: • California Respiratory Care Practice Act • New Requirement: 2 Year Professional Training Program 3 2 Years to Completion RespiratoryTherapyProgram 1 HS

  4. RT Program History 4 • 1997 - 2000 • New Requirement: A.A. Degree RespiratoryTherapyProgram 3 2 Years to Completion AA Degree • Creates First Crisis for RT Program 1 HS

Future Requirements RegisteredRT Program 4+ • Registered Respiratory Therapist • Registry Level Required for Accreditation(Committee on Accreditation for Respiratory Care, CoARC) • Additional 27 units beyond RT Training Program • Freestanding Programs to be Phased Out(Programs not affiliated with a Community College or University) RespiratoryTherapyProgram 3 2 Years to Completion AA Degree 1 HS

  6. Crisis #1: A.A. Degree Requirement1997 - 2000 • Solution #1:Partnership with Local Community Colleges • Mt. SAC declines due to low enrollment & financial challenges in their RT program. • Rio Hondo closed their RT program due to low enrollment and financial challenges.

  7. Crisis #1: A.A. Degree Requirement1997 - 2000 • Solution #2:Identify Alternative A.A. Degree • Excelsior College, an internet-based college licensed in New York State, agrees to grant A.A. degrees to qualified students.

Degree Details: • 22 self-paced general education classes(Approved by the American Council on Education, ACE) • 19 Community College units • 48 Respiratory Therapy units from HLPAE • $1,800 Processing Fee to Excelsior College • Student Impact:Credits given by ACE are not transferable to local Community Colleges

  9. Crisis #2: Accreditation at Risk2003 - 2005 • 2003: CoARC recommends withdrawal of accreditation and places RT program on probation • Adult Education infrastructure is inadequate to support A.A. Degree requirements • 2003-2005: Enrollment Freeze • Students would be adversely affected from loss of accreditation • Creates loss of attendance revenue and deficit operation spending

  10. Crisis #2: Impact of Probation2004 - 2006 • Financial • 2004-2005: $90,000 Deficit Spending • 2005-2006: $120,000 Anticipated Deficit • Enrollment • 5 Students remain to complete RT Program by June 2006

  11. 2005 Task Force Findings • New Course Requirements Exceed Scope of Adult Education • ED. Code 8510. …(b) ‘Classes for adults’ are classes without a college grade level designation organized primarily for persons 18 years of age or older…

  12. 2005 Task Force Findings • RT Program is incompatible with Adult Education Health Careers • Community Colleges decline partnerships a second time • Freestanding programs to be phased out (Projected 2010) • Program length disqualifies students for financial aid • ACE credits not transferable

  14. SUMMARY • Over the last thirty years, the field of respiratory care has sought to professionalize the work of respiratory care givers by raising their skills to higher levels through increased training requirements.

  15. SUMMARY • CoARC, the professional accrediting agency, is in the process of finalizing plans to locate the registry level training in a direct affiliation with the community colleges. Free standing programs like HLPAE will be phased out.

Recommendations ADULT EDUCATION LEARNING UNLIMITED • Discontinue the RT Program • Redirect Resources • Strengthen Health Careers Ladder • Expand LVN program with new part-time program (200 students currently on LVN wait list) • Strengthen Community Partnerships • Open New Classes • Health & Wellness
