  3. General Permit A single or common permit issued by the Department following public notice and comment for a class of solid waste processing facility owners and operators. Eligible owners and operators may construct and operate under the terms of the general permit without obtaining an individual permit. [APC&EC Reg. 22.102]

  4. Composting Composting means the deliberate aerobic, biological decomposition of yard waste or other solid waste, resulting in a stable humus-like product.

  9. Financial AssuranceFacilities decide their on-site material limit.Closure cost estimate is based on facility limit.Limits may not be exceeded.

  10. Stormwater Management • Run-on controls required - slopes, swales, berms • Run-off controlled through BMPs • Leachate collection is not required • Stormwater permit is required

  11. Compliance Topics • Actively manage material • Follow operating plans • Don’t exceed capacity • Follow your SWPPP and BMPs • Keep records • Submit annual reports

  12. Notice of Intent (NOI) • Closure costs and financial assurance • Complete submittal required • Professional Engineer required [22.301(i)] • Specifically referenced by the general permit

  13. Material Recycling Facility (MRF) …a facility engaged solely in practices related to the management or diversion of source separated recoverable materials from the waste stream including storage, processing, marketing or reuse of recovered materials… [APC&EC Reg. 22.102]
