  2. Why do we need a strategy for planning? We have many problems with public services, but WHO knows WHAT to do? • The Ministry? • The NGO-s? • The families (parents)? WHO tells us HOW to do it, how to change public services? • The Ministry? • The NGO-s? • The families (parents)?

  3. What happens if you don’t have a strategy? Many options: • Nothing happens. Things stay the same. • Different stakeholders act differently – they fight for their own resources. • Governments doesn’t have to follow a schedule/plan (=strategy)

  4. Why do we need a strategy? Disadvantages: • Takes time to launch real projects – first you have to deal with detailed planning to make a strategy • Needs money – experts will only work for money… • Needs lobbying – you ought to have legal frame in order to make things change… Advantages: • Your strategy will detail nearly everything: order of tasks, stakeholders, responsible public administration bodies etc. – it’s good to se the whole picture… • Your strategy will be relevant for NGO-s, public administration etc. • You can start to fight for the execution of your strategy

  6. What shall we do first? Instead of instant implementing: • Convince the Government: they do need a long-term (mid-term) strategy • Try to give it a legal frame – so government will have to execute it • Bring together experts from each side: • experts of special education • Experts of public administration

And the results… - resources for many programs 2009: • Program for the emplyability of people with ASD (supported employment) • Program for „crisis centres” for people with ASD • Setting up the executive body of the Strategy: Autism Startegy Working Group (ASWG) 2010: • Continuing the work of ASWG • Continuing the work on „crisis centres” • Developing quality standards for many services
