  2. USOE Mission – Promises to Keep Ensuring literacy and numeracy for all Utah children. Providing high quality instruction for all Utah children. Establishing curriculum with high standards and relevance for all Utah children. Requiring effective assessment to inform high quality instruction and accountability.

  3. Student Learning Gaps - ELA

  4. Are we improving? While some improvement has been made in performance for students with disabilities, achievement gaps continue as compared with their peers who do not have disabilities. Gaps have closed by approximately one percentage point each year.

  5. Are we improving? Students living in conditions of poverty are not making gains in achievement at the same rate as their middle class peers. Gaps in learning between these students and their peers hover at around 19 percentage points.
