NewTerraNova Waiver • The Commissioner is permitting districts the opportunity to use a different assessment in place of the TerraNova with the following requirements: • Must provide normative results • Must be reported to the public • Must target grades 5 and 7 • Must cover reading, language arts, and math • Districts can apply for a waiver by contacting Erik McCormick, 465-8686

  3. NewResidual Analysis Tool • The Residual Analysis Tool (RAT) is now located on eDirect. • DTCs can download the files and distribute accordingly • Spring 2010 and 2011 data files are posted • This will continue with each spring administration

  4. NewPractice Tests • New practice tests released for spring 2012 • Grade 10 SBA-HSGQE full form • Grades 3-9 SBA (second half form) • Reading • Writing • Math • Science

  5. New Participation Guidelines • Revisions address • New limited English proficiency (LEP) accommodations; • Alternate Assessment program and provide clarity; • The Flexible Schedule accommodation has been changed for an earlier submission date – 20 days before testing; • The accommodations for the students with disabilities have been updated and provide more clarity. • Discard September 2007, version

  6. NewLEP Accommodations • The new accommodations for LEP students are in the Participation Guidelines. • Inform staff to begin using the new accommodations in the classroom prior to testing. • A suggested form has been updated for districts to document student accommodations.

  7. NewAdults taking the HSGQE Retest • A person, including a person older than school age, who holds a Certificate of Achievement may take the High School Graduation Qualifying Examination (HSGQE) after exiting high school until the person passes the HSGQE [4 AAC 06.771]. • Changes have been made for returning adults with limited English language to receive reasonable accommodations.

  8. New Americans with Disabilities Act • Americans with Disabilities Act of 1990, Amended, effective January 1, 2009 (Title 42, Chapter 126, Section 12102 (3)(B), Definition of Disability. • Congress clarified, “an individual is not ‘regarded as’ an individual with a disability if the impairment is transitory and minor. A transitory impairment is an impairment with an actual or expected duration of 6 months or less.” • This is a suggested form posted on EED’s website; districts may create own documentation for record keeping.

NewWorkKeys Accommodations • 4 AAC 06.775 Statewide assessments for students with disabilities; districts will reference the Alaska Supplement for WorkKeys Assessment. • Provided to the State Board September 13, and out for public comment. • Tables 1 and 2 from the Participation Guidelines have been reviewed by ACT, Inc.

UpdateAssessment Regulations • 4 AAC 06.717 Work ready/college ready transitional skills assessment window for electronic testing occurs August 1 – December 31 annually for 11th grade students and optional for seniors. An event window for paper/pencil testing will occur annually; for school year 2011-12 the date is November 7-18, 2011. • 4 AAC 06.755(b) High school graduation qualifying examination includes start time and clarity for student entrance and departure at center. • 4 AAC 06.758 Results for SBA and HSGQE may be distributed to teachers no later than the first day during which school is in session in the next school year. • 4 AAC 06.761 Test administration; this is a new section to clarify test center requirements. • 4 AAC 06.765 Test security has been updated to reflect training requirements and the inclusion of WorkKeys. • 4 AAC 06.776(b) Assessment of a student with limited English proficiency has been updated to provide clarity regarding team combination for decision making. • 4 AAC 06.830 Subgroups; the definition for multi-ethnic students is replaced with “students of two or more races” and former LEP included in calculations for two years.

  11. UpdateELPAssessment • EED has signed a memorandum of understanding with the University of Wisconsin-Madison’s Center for Educational Research to obtain a new English language proficiency (ELP) assessment. The test, Assessing Comprehension and Communication in English State-to-State for English Language Learners (ACCESS for ELLs) is a product of the World-Class Instructional Design and Assessment Consortium (WIDA). • The new ELP Assessment will be implemented for the first time in the spring of 2012. • In addition to training, materials, shipping, and reporting costs, the department will also cover the expenses for scoring. • The board adopted WIDA’s ELP Standards which will be distributed to districts in mid August 2011. • Training for the ELP Standards and ELL identification assessment (W-APT) will take place in Anchorage, August 30 – September 1, 2011. • Training for assessing students using ACCESS will take place in Anchorage October 18-20, 2011.

  12. UpdateAlternate Assessment • EED has renewed a six-year contract with Dillard Research Associates (DRA) for the Alternate Assessments in reading, writing, mathematics, and science • The test window is extended to ten weeks • Alternate assessment data is now included in Data Interaction for Alaska Student Assessment (DIASA) • Writing Study • Grades 8 and 10 • Scoring protocols and student materials will be collected • Collect and ship: April 9-13, 2012 • More information to follow via email and February DTC training

  13. UpdateDevelopmental Profile • Passwords are different for new and returning users • For users who used the site in the fall of 2010, the password is the last five (not four) numbers of the social security number. • For new users to the site, they will be directed to the Teacher Certificates Inquiry Page. Once logged in at the Teacher Certificate site, they will see a Alaska Teacher Identifier (ATI) number. The ATI number is the password. • Teachers will be prompted to create a new password after they first log in. Resetting the password will require that teachers have the ATI number. The site has a link to the Teacher Certificates Inquiry Page. • Site available to teachers Sep. 15. Districts can monitor activity for each school with the district login. All ratings must be entered by Nov. 1. • Districts should have a mechanism in place to monitor that kindergarten teachers are entering their ratings. • Send email to Jeanne.Foy@alaska.gov to confirm that all ratings have been completed.

  14. UpdateStandards Revision • EED is revising the reading, writing, and math standards for grades k-12. • Stakeholder meetings: October 11-12, and November 15-16. Recruitment will start soon. • The standards will be presented to the State Board December 2011, and out for public comment. • The new standards will be assessed spring 2015.

  15. UpdateAlaska Computerize Formative Assessment (ACFA) • Changes to ACFA features • 60-minute pause feature for students testing • Removal of SBA link on student site • Test Builder has improved features for teacher use • These enhancements will deploy automatically to Windows users, but Mac users will need to do a fresh install of the test engine. • Districts may choose to not update the engine and thus not take advantage of the enhancements. • The updated Test Engine is scheduled to be released on September 28.

  16. ReminderIronPort Software • On July 1, 2009, the State of Alaska implemented IronPort, an email encryption tool that will affect email sent from inside the state network to addresses outside the state network that contain personal information. • The Personal Information Protection Act (HB 65) went into effect on July 1, 2009. • It is password protected: upon receiving your first Secure email guidance will be provided. • You can prefer to receive these communications un-encrypted and must contact the State of Alaska Service Center and request a TLS connection be configured for your email domain.
