  2. PPPO Overview • Currently there are 26 members. • 22 Pacific Island Countries and Territories (PICTs) • and 4 founding members – Australia, New Zealand, France, USA. • PPPO Secretariat (SPC – Co-ordinator of Biosecurity & Trade) - NPPOs • PPPO Exec Committee – 9 members

  4. Contracting Parties to the IPPC • 7 countries have territorial membership under US, France and NZ • 13 countries are contracting parties • 3 countries are non contracting parties. • .

  5. Participation in international standard setting process • regional consultation workshop on the draft ISPMs in August 2010 (18 countries participated). • No national consultation - rely on NPPOs • CPM, Bureau & Standards Committee meeting

  6. Implementation of ISPMs level of implementation or use of each standard varies from PICT to PICT. With exception of Australia & NZ, most PICTs have limited capacities (regulatory framework, biosecurity system, human resources, infrastructure, etc) to comply with most standards. (PCE report 2010)

  7. Phytosanitary Capacity Evaluation (PCE) STDF project funded PPPO undertook phytosanitary capacity evaluation of members completed in July 2010. PICTs are encouraged to use the results of PCE in planning and prioritising capacity building initiatives in biosecurity and plant protection.

  8. Pest List Database SPC continues to maintain the regional Pest List Database (PLD) for import risk analysis & negotiations for market access. Results of pest surveys are captured and updated in respective national plant pest list databases. On request, LRD assistance is provided to countries to verify records and on pest diagnostics.

  9. Biosecurity Information System With assistance under the Pacific Regional Economic Integration Programme (PACREIP), LRD set up Biosecurity Information Facilities (BIFs) with equipment, and provided training. NPPOs are able to use their online operations manuals to undertake import permitting and export certification using the system.

  10. Biosecurity law harmonization PACREIP project (EU assistance) supported development & harmonisation of Biosecurity legislation. technical advice to draft of Biosecurity bill to PPPO members. Fiji and Cook Islands have successfully enacted their biosecurity legislation. Further assistance required – drafting regulations, biosecurity strategy & plans

  11. Pest surveillance, outbreak investigation and incursion responses • Ongoing assistance on fruit flies surveillance and monitoring, including area-wide management of fruit flies. • The 6th meeting of the PPPO endorsed -draft generic contingency plan for dangerous ant incursions - Pacific regional invasive species management guidelines.
