Background • NERC requirements (PRC standards) for SPS monitoring, maintenance, testing and reporting • At this time there is not a NERC requirement to exit an SPS • ERCOT SPS rules contained in Operating Guide 6 • ERCOT Reviews SPSs • 2 Types of SPSs • Type 1 = wide-area impact • Type 2 = local-area impact • OG 6.2.2(16) requires Transmission Owner to identify an exit strategy (or explain why it is not needed) for each SPS • Currently there is not a formal criteria for approving SPS exit strategy projects RPG

SPS exit strategy • Assumptions: • SPSs are reliable • SPSs cost less to keep than capital cost of implementing exit strategy transmission upgrades • So why exit SPSs? • Risk of SPS mis-operation • Maintenance, monitoring, and reporting costs • Additional burden of monitoring placed on operators causes more risks RPG

  4. Criteria for approving SPS exit strategy projects • Current practice/ criteria: • Remove SPS from UPLAN base case to create reference case • Create upgraded case by adding exit strategy project to reference case • Run economic simulation and compare production costs between upgraded and reference cases • If savings meet economic planning criteria then will recommend exit strategy • Improvements to criteria? • Quantify risks and overhead costs? • Other ideas?
