Who IS CCLEC? • Established in the early 1970s. • MoU signed in 1989 by 22 countries • Today has 38 members: Anguilla, Antigua & Barbuda, Aruba, Bahamas, Barbados, Belize, Bermuda, British Virgin Islands, Cayman Islands, Canada, Colombia, Costa Rica, Cuba, Dominica, Dominican Republic, France, Grenada, Guatemala, Guyana, Haiti, Honduras, Jamaica, Mexico, Montserrat, Nicaragua, Panama, St. Kitts & Nevis, St. Lucia, St. Vincent & The Grenadines, Spain, Surinam, The Netherlands, The Netherlands Antilles, Trinidad & Tobago, Turks & Caicos, United Kingdom, United States of America and Venezuela _____________________________________

MISSION • To upgrade the effectiveness and efficiency of its member Customs administrations in pursuing their mandates, through cooperation, sharing of best practices, human resource development, modernization, automation, harmonization of processes and procedures and information/intelligence sharing

  4. OBJECTIVES • Promote capacity building initiatives including human resource management and development programmes; • Develop and encourage the implementation of measures to enhance border security, inter-agency cooperation and information sharing; • Support regional efforts towards trade facilitation; • Institute measures to promote integrity

  5. BACKGROUND CCMP • Changes in the environment place new demands on Customs administrations • Urgent need for improving management and leadership capacity • Emphasis on certification for career advancement • Need for a structured approach to Customs management training in the region

  6. PARTNERSHIP WITH CENTRE FOR CUSTOMS & EXCISE STUDIES (CCES) • Difficult approval process with some regional institutions • Program delayed as a result • Search for international partnership with the expertise in technical subjects

WHAT IS CCMP Academic program leading to an undergraduate Certificate and Diploma: • Certificate in Customs Management – one year program • Managing in the Customs Environment • International Trade Terms • Governance & Integrity • Introduction to Government & the Legislative Process • Introduction to Caribbean Customs & Excise

  8. WHAT IS CCMP Cont’d • Executive Diploma in Customs Management -1 year program • Customs Management I • Revised Kyoto Convention I • Managing Operational Activities • Customs & Excise Audit • Accounting for Managers • Intelligence Management in the CCLEC Region

DELIVERY • On-line delivery by CCES supplemented by regional tutors trained and certified by CCES - CCES will be responsible for study materials, student enrolment, administration, quality assurance and delivery of the online component of the course. - The trained CCLEC trainers will be responsible for delivery of the face to face component • All students who successfully complete the course will receive a testamur from CCES, University of Canberra
