  2. Day 2 RECAP & SYNTHESIS • Facilitator: Ed Rege • Objective • Quickly review emerging priority issues identified yesterday that need to be addressed to improve Coordination, Harmonization and Alignment of CAADP implementation efforts over the next 10 years

Emerging Issues Arising from Group Break Outs Sessions, DAY 2 Improve Coordination, Harmonization, Alignment • Common framework that covers civil society, private sector, public sector / Creating institutional structure (at donor level) / cross sectoral coordination at country and sub-national level • Harmonization of processes and systems • If possible to see you are managing for results – substantive clarity on managing for results – would induce donors to invest (under harmonization and alignment, not coordination) • Demonstrate transparency

Alignment – supporting country priorities • Need to work at 2 levels – (i.e. Food Security) go through process of development of common understanding + be flexible and don’t force people to have same definition, at least initially. Converging over time • Within development partners – specific structure and mechanisms to regularly sit to review portfolios, take stock, agree to pull out where all are in 1 area and refocus where resources are not strong • Finding resources to make coordination work – allocation of resources for coordination. • Institutional coordination at country level (PMA-Uganda,  ICC, others) cross structure for coordination within countries – finance / budget is an instrument of coordination – linking coordination to budget processes • Strengthening of leadership at country level

Civil Society / PS • How to engage in meaningful ways? • Dissect private sector (small holders with different capacity needs , indigenous private sector, international private Sector    • Clarity of contribution – score card – this is my contribution – accountability is best way to be involved – they are accountable • Agribusiness people’s time is quite limited – if there is no value for them, they lose interest – opportunity cost.  How do you engage in ways they see value for their time

  6. Civil Society / PS 5. Dialogue on business environment which must have reforms that encourage investment – always have dialogue that is based on equal to equal consultation – law on PPPs to improve legal framework 6. Civil society and private operators – different scope of interest and limited time – merge them in platforms that represents the common interest of individuals in the group (i.e. Farmer organizations)   7. Clear path of engagement – from government – help private sector engage

Part 2 Consultation on proposed Thematic Areas What actions are required by country and donors to enhance implementation of CAADP commitments over the next decade Thematic areas are not completely defined – your suggestions will provide additional input into deciding the actual thematic areas that will be reflected in the Declaration.

  10. Session Objectives • Review proposed Thematic Area: How is this area relevant / important to the needs of your country? • Brainstorm what you really hope to see done to help meet country commitments • Identify what is needed from donor community and your country to support these efforts

  12. Thematic Area Consultation • Self-select Thematic Area you are most interested / passionate about discussing • Country teams should split up so you can discuss as many topics as possible.

Discussion – 1 hour • What are the critical areas that should be included in this thematic area (bullet points only) (spend most time on this question) • How would you know you were making progress on this thematic area (possible indicators) • Should this be a theme or a sub-theme to another theme (if a sub-theme, to which theme does it belong) • Use 3-4 slides to share your advice (5 min report)

Brief Reports /Discussion on Proposed Thematic Areas • Each group summarize their reactions to the Thematic Area they discussed and suggest any additional areas to be added • Based on summary reports, brainstorm most important Thematic Areas to focus on to improve NAIP implementation • Your recommendations will be included in Technical Report to provide guidance to AUC/ NPCA, Donors, RECs, and Countries on selection of priority Thematic Areas

Capture agreements on ppt or flipchart and be prepared to make a brief (1-2 minute) summary Team configurations • Country Gov’t and Donor teams • RECs • AUC DREA and NPCA • DPTT / Donors

Task 1 Your support and involvement are required to ensure effective participation of Ministers and Senior Government Officials at the upcoming PP in March, Ministerial in May and Joint Declaration in July Decide: • Who must you influence to ensure your country representation in this process is as strong as it should be. • What strategy / approach will you use to influence these key people? • What are the key messages you will be sharing with these key people • Agree when you will meet to finalize the briefing plan and organize the briefing meetings for senior leaders and other stakeholders who need to be involved in upcoming YOA meetings

  21. Task 2 • Agree when you will meet to develop a plan to broaden public awareness of the 2014 YOA in your country • Possible options might be to sponsor 1 or more roundtables with stakeholders to sensitize them on 2014 Year of Agriculture, what it is all about and what actions are being taken to better align with them in the future • Consider how you can involve CSO / Private Sector to more effectively elevate these issues? Is there a role for CSO’s to advertise and /or organize this event?

  22. Task 3 • Schedule a team meeting to discuss the following: • How you as a team will work together over time to encourage more coordination, harmonization and mutual accountability on your programs • Specific actions needed • Resources required • Leadership • What facilitation support will you need for these planning meetings?
