  7. Background to “On the Rainy River” • The United States has employed conscription (mandatory military service, also called "the draft") several times, usually during war . The U.S. discontinued the draft in 1973, moving to an all-volunteer force. • As U.S. troop strength in Vietnam increased, more and more young men were drafted for service there and more and more of those still at home sought means of avoiding the draft. • Several U.S. men became known as “draft dodgers” when they secretly fled to Canada so they would not be sent to the Vietnam War.
