Grading Objectives • Motivate the institution to enhance the quality of education. • Generate healthy academic competition among growing institutions • Enhance institutional image before the stakeholders • Enable the students during admission counseling to make clear effective choice of institution they prefer to study in and • Build the image of the Directorate of Technical Education, Government of Haryana as a quality provider of technical education in the country. Methodology • Structured questionnaire designed separate questionnaire for new and old institutions • Institutional heads/representatives to be briefed about parameters of grading – Questionnaire to be handed over with request to fill in the required information before the visit of Expert Investigators (EI) • EIs will visit institutions for checking and verification of fact, figures and information – meet HODs, faculty, staff students, Administration and Finance Departments EQUATE

Methodology • List of Documents to be collected by EIs provided at the end of questionnaire • List of Documents to be kept ready for verification and review by EEIs to be kept ready by the institution before the visit of the EI • Coordinator’s office to inform the schedule of visit of the EIs to institutions and Empanelled Agency in advance EQUATE

Methodology • Five Broad Areas of Grading • Institutional Profile (70) • Governance, Leadership and Financial Management (150) • Infrastructure (150) • Human Resource (250) • Teaching Learning, Evaluation and Quality Assurance Processes (380) Total 1000 • EIs selected with care, thoroughly briefed by the Empanelled Agency • 2 EIs will visit institutions on mutually agreed dates EQUATE

  9. Methodology • Institutions started in 2008-09 to provide data from date of establishment • Information to be provided as available up to or as on the date of the visit of the EIs • Response to the questionnaire as: • Tick mark • Figures or information on each item where space provided EQUATE

Methodology • Scores will be calculated by EIs • Grades received to be Presented to Grading Finalization Committee by the Empanelled Agency • Institutions have option to get re-evaluated after 2-3 months within same academic year after initiating substantial improvements • Separate exercise to be taken up in new academic session EQUATE

  11. Broad Grading Criteria • Grading not an attempt to check if AICTE norms followed or not – institutions have to follow the AICTE norms in all circumstances • Quality and Progress related areas included in questionnaires EQUATE

Documents to be collected by Expert Investigators Team • Institutional recognition by AICTE. • University affiliation. • Composition of BOG of the Institute. • Minutes of the last 2 BOG meetings. • List of Head of Institution since starting. • Minutes of last two meeting of HODs with Head of Institution. • Delegation of financial power to Principal, HOD, Faculty. • Office order regarding library hours. • A copy of latest News Letter.

Documents and facts to be reviewed by Experts Investigators Team • Payroll of faculty and other staff • Match no. of labs with AICTE norms. • See documents indicating building maintaining committee or cell. • Equipments maintenance cell. • Fund availability in corpus fund. • No. of students receive free ship. • No. of students receive scholarship in current year.

Documents and facts to be reviewed by Experts Investigators Team • Involvement of faculty in purchasing. • Institutional strategic plan, vision, mission, Institutional quality policy. • Annual calendar of activities. • Working of Institutional MIS. • Campus wide networking and internet facilities. • Networking availability in hostels. • Check all infrastructure facility including cleanliness, power supply, power backup, condition of class rooms, common rooms, tutorial, library, administrative block, water supply. • Availability of digital library, internet facility in library.

Documents and facts to be reviewed by Experts Investigators Team • Availability of distance education and mechanism. • Hard copies and electronics journals. • Availability of stock register, lab manuals. • Check some appointments orders of faculty. • Check evidence of training conducted for faculty and other staff. • See orders for faculty qualification improvement with salary. • Evidence of consultancy projects.

Documents and facts to be reviewed by Experts Investigators Team • Evidence of incentive for innovative work. • Availability of Insurance, Provident Fund and Medical facilities. • Evidence of publication, patent, research projects, paper presentation, award for faculty. • Evidence of Revenue Generated and Utilization. • Student percentage of marks at admission. • Check foreign students if available. • Check attendance of class and sessionals. • Check no. of working days.
