  31. GRADUATED LICENSING PROGRAM • LEARNER’S PERMIT STAGE • 15 or 16 • May drive with an adult licensed driver 21+ • 9 months collision and violation free • Safety belts must be worn by all occupants • In Illinois, need 50 hours of practice outside of drivers education class
