Restoration (CEVR) • Program is centrally managed by AFCEE ER • Beginning in FY12 all work to be completed by Performance Based Contracts (PBC) • PBC mechanism is AFCEE WERC 09 • Two PBC contracts currently are in process • One that includes all work at Hill AFB and Lt Mnt • One that includes all work on UTTR and Wendover

Cultural Resources Responsible for protecting our cultural heritage through identification, evaluation, and preservation of cultural resources Over 500 prehistoric archaeological sites on UTTR Over 150 historic buildings on Hill AFB properties Consultation with 18 American Indian Tribes FY12 Archaeological Inventory/Evaluation Archaeological Site Testing American Indian Consultation Archaeology Day – Public Outreach BE AMERICA’S BEST

Natural Resources – Wildlife Annual Surveys include: Avian Point Counts Raptor Nest Small Mammals Big Game Guzzler Reptiles Bats Data added to NR Database and compared to both “on-site” trend data, as well as statewide and region-wide data. Wildlife data combined with vegetation data for “Big Picture” analysis on Ecosystem Health as impacted by both internal (military training impacts, utilities, etc) and external (drought, global warming, etc.) factors.   8. Natural Resources - Habitat Vegetation Transects (35 annually) 5 Year rotation (Trend Analysis) Trend data used to guide restoration treatments Restoration 700 +/- acres a year. Treatment goals: suppress weedy non-native annual plants, suppress wildfire occurrence, provide suitable habitat for wildlife species, and provide a realistic training environment for mission training. Hill is a leader in developing techniques and methods for “West Desert” restoration. BE AMERICA’S BEST

Pollution Prevention (P2) • Zinc- Nickel prototype plating line being installed to replace cadmium plating of aircraft landing gear • Contract awarded to ES3 Sept 2011 • Design/Demolition/Construction scheduled for April 2012 – Nov 2012 • Validation tests anticipated to start in Dec of 2012 • Funding cuts in 2012 impacted other P2 projects • Other funding sources found to fill in gaps • High Pressure Water Strip System for C-130 floor coatings purchased with recycling funds

Pollution Prevention OO-ALC Small Business Innovative Research (SBIR) 12.1 Topics of CEV interest: • Designer soap for washdown of work areas where hexavalent chrome/primers are applied • Chemical treatment of metal finishing industrial wastes and wastewaters in the presence of chelating substances • Hand held real time particulate loading sensor SBIR proposal window is 12 Dec 11- 11 Jan 12 (FedBizOpps)

  11. Environmental Impact Analysis Project Planning Phase Contact CEVP for EIAP assistance. Project Formulation CEVP determine whether an AF Form 813 is needed. CEVP reviews submitted documentation and determines if a CATEX, EA or EIS is needed. Compliance Program Scope • Interpret regulations as applicable to HAFB • Obtain permits • Develop and monitor compliance programs • Provide compliance assistance and oversight • Manage all compliance-related communications with outside agencies • (US EPA, UDEQ, County Health, HQ AFMC) Ensuring environmental compliance while supporting the HAFB mission

Air Quality Status • Large Program - over 2600 air emission sites • Currently in “maintenance” area for ozone • Now in Non-Attainment for PM2.5 • Two Title V operating permits • HAFB and UTTR • Subject to NESHAP standards • Aerospace • Chrome • Halogenated solvents • RICE and SI ICE • More to come (DLSME, Boilers)

  27. Program Challenges • Integration of Programs with Enhanced Use Leasing projects • Funding reimbursement for Air Quality Program • More stringent Air Quality regulations as a result of Non-attainment • Increased monitoring and documentation required by new Storm Water Permits
