ODP Mission statement • Mission: To develop and enhance the capacity of state and local governments to prevent, respond to, and recover from threats or acts of terrorism involving CBRNE. • Philosophy: Homeland Security programs should be information driven, based on specific requirements identified through an assessment process, and responsive to state and local needs. Beginning the Assessment Program

Program Components: • Updated State and Local Assessments • State/Local Registration and user profiles • Threat Assessment • Vulnerability Assessment • Capabilities Assessment • Needs Assessments • Optional Agriculture Assessment • Updated State Strategy • State Assistance Plan (SAP) • List of ODP resources available to states • Funding • Equipment, exercises, training, administrative State Homeland Security Program

ODP Program Manager Responsibilities for the SHSAS • Provide support to the State Administrative Agency (SAA) and local level administrators • Completion of the assessment • Implementation of the strategy • Management of the grant programs • Provide direction to the SAA during the grant application process • Develop State Assistance Plan (SAP) Beginning the Assessment Program
