Responsibilities by Year • 2016-17 MDE • MDE- Approve assessments & Recommend an Early Literacy Coach Model • 2017-18 ISDs & Districts • ISD- Early Literacy Coach undertakes all 11 teaching tasks • District- Select ELA screening/assessment system (on approved list) Provide an Individual Reading Improvement Plan (in 30 days) Written parental notice of deficiency & tools sent home Targeted professional development (Early Lit. Coaches) Collaborative system established (e.g., PLCs) Requirements for ELL students & summer reading camp (encouraged) • 2019-2020 Districts • District- HQ staffing plans (on website by August 15th), begin retention/”good cause” protocols, report to CEPI, & continue ELA supports)

  5. 3rd Grade Reading Bill MDE’s Responsibilities 2016-17 • Select Assessments • We are currently using these, & they are approved! NWEA (Reading & Language MAP) DRA2 (purchased more) DIBELS (Next) • Develop Coaching Model • Have not seen definitive model yet….

  6. 3rd Grade Reading Bill Districts Responsibilities • Select a state-approved assessment system (e.g., NWEA). • Create an Individual Reading Improvement Plan (IRIP) for any K-3 student with a reading deficiency. • Notify parents/guardians and give tools to support. • Meet requirements for principals. • Meet requirements for literacy coach. • Offer summer reading programs staffed by “highly effective” teachers who provide reading intervention services and supports. (strongly suggested)

  7. 3rd Grade Reading Bill Our Reading Programs Must- Intend that all students are reading at grade level by the end of 3rdgrade: • Identify and address the pupil’s reading deficiency. • Screen and monitor the progress of each pupil’s reading skills. • Use a comprehensive, evidence-based core reading program & associated instructional practices. • Use the “Essential Instructional Practices” in Early Literacy. http://www.michigan.gov/mde/0,4615,7-140-28753_74161---,00.html (Scroll to bottom.)

  8. 3rd Grade Reading Bill Interventions: Minimum Requirements • Develop the ability to read at grade level by 3rd grade. • Develop the reading components of- • Phonemic awareness • Phonics • Fluency • Vocabulary • Comprehension • Use systematic, explicit, multisensory, and sequential instruction. • Implement during regular school hours in addition to regular, differentiated classroom instruction.

  9. 3rd Grade Reading Bill Reading Intervention Programs – For Students Exhibiting Reading Deficiency • Evidence-based- Proven results in accelerating reading achievement • More dedicated time than the previous school year • Daily targeted small group (or 1-to-1) - Intervention based on most needs • Progress monitoring assessments • Delivered by teacher (tutor or volunteer) with specialized reading training • Provided before/during/after school, but outside regularELA class time • “Read at Home” Plans • Parent/Guardian training workshops for regular home reading • Schoolsmust: • Document efforts by the school to engage the pupil’s parent/guardian • Document dissenting opinions in Individual Reading Improvement Plans (IRIP)

  10. 3rd Grade Reading Bill English Language Learner (ELL, ESL, or DLL) • Ongoing assessments that provide “actionable” data • Instruction in phonemic awareness, phonics, comprehension, fluency, and academic vocabulary • Development of strategies such as modeling, guided practice, and comprehensive input • Encourage: • Instruction in native language • Opportunities for speech population • Feedback in native language

  11. 3rd Grade Reading Bill 3rd Grade Students in 2019-2020 (Our 2016-17 Knd Students) Shall ensure that a pupil, whose guardian has been provided notification, is not enrolled in grade 4 until one of the following occurs: • Achieves a reading score that is less than 1 grade level behind on the grade 3 state English Language Arts assessment (M-STEP) • Demonstrates a grade 3 reading level through performance on an alternative standardized reading assessment approved by the state superintendent of public instruction (MDE) • Demonstrates a grade 3 reading level through a portfolio demonstrating competency in all grade 3 state English Language Arts standards • Other important information: • Incoming students younger than 10 years of age must demonstrate grade 3 reading level. • Only required to repeat 3rd grade once

  12. 3rd Grade Reading Bill Timelines May 23rd(or 14 days after finished scoring)- Info provided to CEPI June 1st(or 14 days after getting scores)- CEPI tells guardians by certified mail: • Statehas determined that the pupil may be required to be retained • Guardian has the right to request a “Good Cause Exemption” • 30 days after the date of notification by CEPI • Must direct the request to the district in which student intends to enroll in 4th grade • Right to request a meeting with school officials Pupil not enrolled in 4th grade at the beginning of a school year, due to this law, before placing in 4th grade during the school year, shall provide written notification to the pupil’s guardian of the proposed placement.

  13. 3rd Grade Reading Bill “Good Cause” Exemptions For one of the following: • IEP or 504 plan- The IEP team or district 504 coordinator makes the decision • ELL student- With less than 3 years of instruction • Intensive Intervention- 2 or more years andpreviously retained (must be well-documented) • Continuously enrolled in current district for less than 2 years and evidence student was not provided with an appropriate IEP • Requestedwithin the time period and in the “best interest” of the student (to be determined by district and meet provisions of the law)

  14. 3rd Grade Reading Bill “Good Cause” Procedure • After request or by the teacher’s own initiative: Grade 3 teacher submits a recommendation along with documentation that indicates that an exemption applies to the pupil. • Review and discuss the recommendation and make a district determination in writing. • Superintendent’s decision is final. • Decision is communicated to the parent or legal guardian at least 30 days before the first day of school.

  15. 3rd Grade Reading Bill Exemptions (Other than “Good Cause”) • Proficient in all subject areas assessed on grade 3 state assessment (M-STEP), other than ELA • Proficient in science and social studies as shown through a pupil portfolio and as determined by the teacher who provided the grade 3 instruction to the pupil in science and social studies

  16. 3rd Grade Reading Bill Students Not Promoted (and some that have been): District shall provide a reading intervention program that is intended to correct the pupil’s specific reading deficiency. • Effective instructional strategies and 1 or more: • Assigned to “highly effective” teacher of Reading • “Highest evaluated” grade 3 teacher in the school • Reading specialist • Evidenced-based reading programs • Reading instruction and intervention for the majority of contact time that incorporates grade 4 standards in other areas • Tier two or three interventions with careful progress monitoring • “Read at Home” plan

  17. 3rd Grade Reading Bill Staffing PlanBeginning June 4, 2019 If cannot meet Reading Bill guidelines, then need to post a plan by August 15, 2019, which includes: • Description of the criteria that will be used to assign a pupil who has been identified as not proficient in English language arts to a specific teacher • Credentials or training held by teachers currently teaching at the school • Explain how the district/school(s) will meet the requirements under this section in the near future.

  18. 3rd Grade Reading Bill Reporting Requirements Retention Report to CEPI: • Beginning in 2020, not later than September 1, 2020 • Number of pupils retained in grade 3 • Number of pupils promoted to grade 4 due to a “Good Cause Exemption”
