  3. Key Dates • August 27, 1999 – Final Rule Published • April 27, 2001 – Owner’s Written Qualifications Program • October 28, 2002 – Qualification of Individuals Performing Covered Tasks

  4. How does a Worker Become Qualified? • Written Exam • Verbal Exam • Review of Work History Performance • Other Forms of Assessment (i.e., Trade Schools, Craft Qualifications, etc.) • Observation during: • Performance on-the-job • On-the-job Training • Simulation

  5. Review of Work History Review of work history is allowable as sole evaluation method only until October 28, 2002 and only for workers employed before August 27, 1999.

  6. Three Distinct Tasks • Design and implement a system to document the tasks our members are qualified to perform both now and in the future. • Develop and administer a series of assessments using any of the previously listed methods to qualify our members. • Help our signatory contractors prepare a standard qualification plan that they can submit to facility owners for approval.

  8. Laborers’ Covered Tasks • OQ090 192.459 • For buried pipe that is exposed, examine the condition of the coating and pipe for evidence of corrosion. If necessary, take remedial action. • OQ095 192.461(a), 192.479 (b)(3) • Inspect and properly apply approved coatings to above and below ground piping. • OQ160 192.471(a), 192.471(b) • Install test leads on the pipeline according to appropriate procedures and coat properly. • OQ170 192.475(b)(1) • Inspect for internal corrosion on ends adjacent to removed section of pipe. • OQ185 192.481 • Monitor atmospheric corrosion on above ground piping. • OQ295 192.612(b) • Locate, mark, and remediate exposed pipelines in the Gulf of Mexico

Laborers’ Covered Tasks • OQ310 192.614 (c)(5) • Temporary marking of buried pipelines. • OQ315 192.614 (c)(6) • Inspect excavation activities that may result in damage to the pipeline during blasting activities. • OQ340 A 192.629 • Purge pipeline facilities with Air or Inert Gas. • OQ355 192.707 • Placing and maintaining pipeline markers. • OQ385 192.727 • Abandon or deactivate facilities.

Qualification Procedures Midwest Energy Association Qualified for One, Qualified for All (Q41) • Accepted by over 300 Pipeline Owners and Utilities • Q41 Licenses available to all Laborers International Union affiliates and signatory contractors • To obtain a Q41 license, call Laborers-AGC at (360) 297-4152
