  5. Emerging LeadersEmerging Leaders Development Program (ELDP) Who: Anyone who is not credentialed What: Two-year skill-building program How: Visit Professional Development section of icma.org or contact Felicia Logan at flogan@icma.org. How Much: One-time application fee of $250

Emerging LeadersLeadership ICMA Who: ICMA Members with 3 years of local government management experience; must have already taken AKA What: Intensive, two-year program that cultivates key competencies How: Visit Professional Development section of icma.org or contact Felicia Logan at flogan@icma.org. How Much: $1500 per year plus travel costs
