  3. Do we need to control tobacco use? • 2nd largest consumer of tobacco • Tobacco attributable deaths 8,00,000 to 9,00,000 a year • Economic burden of Rs. 308.33 Billion (2002-2003) • 46.5% males and 13.8% females (1998 –1999) • Inequities in all the aspects

  4. Policy aspects • Framework Convention on Tobacco Control (FCA) • Cigarettes and other tobacco products Act 2003 • July 2005 : Display of pictorial warnings on all the tobacco products • Size 50% surface area • Real life effective images • Strong message in a regional language

Whatever happened to Pictorial warnings… • Notification by GOI on July 5, 2006 to be implemented by February 1, 2007 • Postponement to March 1, 2007 • Postponement to Jun 1, 2007 • Formation of GoM • Removal of ‘skull and bone signs’ • Postponement to December 1, 2007 • Petition by MoHFW and rethinking by GoM • GoM decision February 26, 2007 • Change in images Scorpion/Lung • Implementation postponed indefinitely

Stakeholders • Strong commitment shown by the Federal Health Minister Vs Negative attitudes from other federal ministers of the ruling government as well from the state level politicians (unemployment, effectiveness, feasibility, acceptability, need) • Sustained advocacy by civil society organizations • Stark resistance by tobacco industry and tobacco growers, bidi workers • Dubious role of Media • No voice from community???

  11. Lessons learnt….. • Strengths • Networking of civil society organizations • Resource sharing • Use of Media • Some help from Judiciary • Strong will from Federal Health Minister

  12. Lessons learnt….. • Weaknesses • Lack of broad engagement of community • Difficulties in raising financial and human resources • Smaller network with more of an issue based approach • Not so much focus on larger determinants
