Strategic Thrusts • Nation building Instill love and value of Malaysia’s heritage Strengthen Bahasa Malaysia as the national language Foster understanding of the content and needs of Islam Hadhari • Developing human capital Motivate learning skills and competency among students in specific subjects including English, Science and Mathematics Roll up Smart School concept Strengthen the curriculum

Strengthen national schools Strengthen school leadership Develop school infrastructure Expand pre-school programme • Narrowing the education gap Improve infrastructure and basic necessities for rural schools Increase the number of trained teachers and options in rural areas Improve the delivery system of assistance for poor students as well as those with special needs and minority groups

Improving the teaching profession Improve the identification of teachers Strengthen teacher training Improve career prospects for teachers Improve teachers’ work environment and welfare • Accelerating excellence at educational institutions Ensure effective leadership Give more autonomy to cluster schools in several areas Create accountability system Create standards and benchmarks that can guide a country to developed status

  5. What are Cluster Schools?(Sekolah Perkasa?) • Cluster schools are centers of excellence that will be selected from each school grouping, focusing on niche areas like music, sports, ICT, sciences, languages, and special schools (The Star, 17 Jan 2007)

Challenges for PIPP • Lack of infrastructure • There are 767 primary schools and 28 secondary school without 24hr electricity supply • The existence of ‘old’ schools (over 30 years) • 5,951 primary schools and 870 secondary schools • Secondary school participation rate: 84.41% for lower secondary schools and 71.66% for upper secondary schools • 115.000 primary school children (Phase 1) unable to master the 3 basic skills • Weak in school leadership • Schools unable to provide a safe and orderly environment • Coordination at the ministry level

  8. National Key Results Areas • Reduction of crime rate • Combat corruption • Widening assess to quality and affordable education • Raising the living standard of the poor • Improving the infrastructure in rural areas • Improving transport in the medium term
