Overviewof the Initiative • Objective of the Initiative: Strengthening national and regional disaster management capacities in: • Mitigation • Preparedness • Relief • Recovery (Reconstruction) • Similar organizations: • CEPREDENAC in Central America • Asian Disaster Preparedness Center in Bangkok

Motivationfor the Initiative • Region highly prone to natural disaster • Years 1991-2001: natural disaster caused in the region 45,000 casualties and affected 110,000,000 people • Constant increase of disaster risks in the region • Risks and hazards cross boundaries (e.g. 3 years of drought in 4 neighboring countries) • Sub-region located in one the most seismically active areas of the world

Scope of activities:Information & Research • Database of • National disaster history • Experts in the region • Best Practices • National DM structure, strategies and policies • On-line library of information resources and exiting material on DM • Inventory of relief resources in the region (obtained from Governments, Red Crescents, NGOs…) • Consolidating research/findings of research institutes in the region

Scope of activities:Inter-Countries Relations • Facilitate providing and receiving aid during relief and recovery period • Facilitate regional communications related to disaster management • Facilitate partnerships between disaster management organizations (within the region and internationally)

Logisticsof the Initiative • Location:Tehran, Iran according to consensus reached during the Regional Seminar on Drought Mitigation (28-29 August 2001): Consensus needs to be endorsed by all countries • Human Resources: • Board of Trustee: two persons of each member country • One seconded employee by the government of each participating country • Source of Funding: • Funding formula to be determined • Member countries according to GDP, size & population • International Donors • Eventual Self Sufficiency

Tasks of Country Focal Points • Act as a liaison person between UNDP CO and PM • Provide input regarding the gaps and opportunities in the current disaster management system of the country • Provide information regarding government departments, agencies, NGOs, institutes involved in disaster management • Provide existing material related to DM of the country • Facilitate visits to the country & meetings with authorities • Facilitate translation of key documents (e.g. questionnaire) and interpretations of meetings • Assist in hiring consultants for various purposes
