  2. Objective • To help CSSA unemployed recipients who have been on CSSA on a longer term or had more barriers to work: • not only to re-enter the workforce • but also acquire the skills they need to secure long-term and sustainable employment

  3. Background Welfare dependence • As at the end of April 2006, 54% of unemployed CSSA recipients had been receiving CSSA for 3 years (only 34% in April 2003) • Overseas and local experience indicated, people rely on welfare longer will be greater the difficulty in returning to the workforce and moving toward self-reliance

  4. Duration and number of projects • NGOs will be commissioned to run three 2-year trial projects (from October 2006 to September 2008) • NGOs must be experienced in running IEAPs

DEAT Projects Target Participants • 100 CSSA long-term unemployed recipients per project • These participants have not been able to move to work though: having completed the 3-day-per-week community work arranged by SWD for six months having been on CSSA on grounds of ‘unemployment’ for three years or longer having completed IEAPs before other unemployed recipients who are particularly disadvantaged in the labour market (e.g. ex-offenders, people with a history of substance/alcohol abuse)

DEAT Projects Provision of Services • targeted and work-focused assistance is expected: • soft skills training including practical help with applying for jobs and interview practice • job matching according to participants’ circumstances • provision of TFA • job-search assistance, including advice and guidance on types of work available and methods to search for jobs

DEAT Projects Provision of Services • targeted and work-focused assistance is expected: • work-focused and sector-specific training or courses to develop skills linked to current and anticipated labour market demand • motivational assistance by means of employment-related and non-employment-related counselling • Job attachment, job trial or community work • strong post-employment support

  9. One-off incentive for ‘Return-to-work’ • $1,500 as a one-off incentive for ‘Return-to-work’ payable to participants to enable them to meet work-related expenses in the first month of employment : • the participant has successfully secured a full-time gainful job (defined as a job entailing no less than 120 work hours and earnings no less than $1,435 per month) • the incentive will be treated as a loan to be refunded in cases where the participant leaves his job willfully within the first FOURmonths • each participant can only enjoy the one-off incentive for ‘Return-to-work’ for once throughout the participation period

  10. Performance Measurement provide services to no less than100 participants Throughout the 2-year implementation period. Each project should: assist at least 90 participants to complete full range of activities assist at least 30 participants to take up full-time gainful employment for at least one month assist at least 24 participants to stay in full-time gainful employment for at least FOUR months

DEAT Projects Conditions for releasing the withheld Administration FeeAt the end of the first implementation year, i.e. 30.9.2007 Note: The attainments (i.e. no. achieved) and the amount of administration fee received under this condition will be taken into account for assessing the performance attainments made at the end of the entire two-year implementation period.

  17. The Proposal NGOs should in the proposal explain: • how they can achieve the Project Objectives • how they can help participants return to work • how they can help participants acquire skills for employment; and • how they can help participants secure sustainable employment

  18. Submission of Proposals • DEAT Projects are initiative in the Budget Speech 2006 • They are trial projects • We need caring NGOs to give us proposals

Submission of Proposals • All NGOs currently operating IEAPs are invited to send in their applications (not limited to the 3 districts) • Each NGO may submit no more thanTWOapplications • The proposal should be no more than 40 A4 pages(at font size 13) including the standard Application Form, appendices and supplementary information (if applicable), and in 6 hard copies and 1 soft copy (MS Word 6.0 or above version)
