Deliberative Session Guidelines • All debate is through the Moderator. • Non New Hampton voters participation requires approval of the meeting. • Speaking 2nd time on article only after all others finish. • Motion to call the question before all have spoken requires a 2/3 vote • Speaking for more than 7 minutes garners nomination for 2011 PWB award

Deliberative Session Guidelines • New Hampton REGISTERED voters only • Secret Ballot • 5 voters make written request before voting begins. • 7 voters question non-ballot vote immediately after vote is declared. • Reconsideration Limits • Once discussion has closed, and the meeting has preceded to subsequent articles, there shall be no reconsideration of any article unless a motion is made immediately following closure.

Warrant Article 2 • To see if the Town will vote to raise and appropriate the sum of two million four hundred thousand dollars ($2,400,000) (gross budget) for the construction and original equipping of a new Public Safety Building for Police/Fire/Rescue/Emergency Management, and to authorize the issuance of not more than $2,000,000 of bonds or notes in accordance with the provisions of the Municipal Finance Act (RSA 33), and to authorize the Selectmen to apply for, obtain and accept federal, state or other aid, if any, which may be available for said project and to comply with all laws applicable to said project, and to authorize the Selectmen to negotiate, issue, sell and deliver such bonds or notes and to determine the rate of interest thereon and the maturity and other terms thereof and to authorize the Selectmen to take any other action or to pass any other vote relative thereto; furthermore, to authorize the withdrawal of $400,000 from the New Town Building(s) Construction and Land Purchase Fund, a Capital Reserve Fund established in 1999, created for this purposeand further, to raise and appropriate an additional sum of $40,000 for the first year’s interest payment on the bond to be raised by taxation.  The Selectmen recommend this appropriation.  (3/5 ballot vote required).

  10. Warrant Article 2 (Cont.) • Town has been researching and evaluating the need since 1998 • Existing facilities inadequate and/or unsafe for use. • Existing facilities cited by NH Dept. of Labor for violations. • Do not meet accessibility, egress and ADA codes.

Warrant Article 2 (Cont.) • FIRE DEPARTMENT: • Existing Station Built in late 1960’s • Dept. responded to 20 to 30 calls per year • Currently responding to over 500 calls per year. • Estimate for conversion of Fire Station to all apparatus bays and addition of 4300 SQFT Fire Dept. only admin area was $1.1 to $1.2 M • Did not include $200,000 to $300,000 for correction of existing deficiencies. • Building does not meet code, operational or safety needs of Dept.

Warrant Article 2 (Cont.) • POLICE DEPARTMENT • Existing Police Station deficiencies: • Lacks secure area for transport of suspects. • Evidence Room does not meet current standards of security • Insufficient workspace for patrol officers • Unsecure, unsafe work area for Admin. Asst. • Building inaccessibility and lack of Parking

  13. Warrant Article 2 (Cont.) • Letters from Police Chief Doug Salmon & Fire Chief Mike Drake outlining full inadequacies of current facilities and what the new Public Safety Building will provide are available on the Town Website. www.new-hampton.nh.us

Warrant Article 2 (Cont.) • Board of Selectmen (BOS) along with Fire & Police Chiefs in Oct. 2010 determined that Design Build was most effective method for construction of new Public Safety Building. • Advantages: • Provides the voters Schematic Design of proposed building. • Provides expected cost to voters prior to Town Meeting. • Determines Bond requirements early in process. • Provides opportunity to evaluate and take advantage of contractors experience and methods.

Why Now? • No other Bond obligations with Town or School District. • Interest rates are lowest in years, under 4% • Contractors need work to keep crews employed, pricing is to Towns advantage. • Material and building costs are some of the lowest costs for materials that have been seen in the past 20 years • Best opportunity to build badly needed facility at lowest impact to tax rate and tax payers.

  16. Warrant Article 2 (Cont.) • Fire & Police Chiefs and Selectman Mertz began review of requirements and development of a specification and schematic plans. • On December 1, 2010 Town issued Request for Proposal (RFP) for the Design Build of The New Hampton Public Safety Building

  20. Warrant Article 2 (Cont.) • 3 of the 8 contractors were interviewed and asked to answer questions to resolve design issues for the Committee to determine which contractor’s design and cost best met the needs of New Hampton.

  22. Ricci Construction Co. Inc of Portsmouth, NH was selected. • On Jan. 27, 2011 Town issued a letter of commitment to Ricci Const. • If Warrant Article 2 is approved by the voters contract will be signed with Ricci Const.

Special Revenue Fund

  31. Warrant Article 3 • Shall the Town vote to expand the purpose of the expenditure of the Fire Department Equipment Special Revenue Fund, established in 1997 for the purchase of Fire Department equipment, to allow the use of the ambulance proceed funds to offset the cost of the annual bond payments for the Public Safety Building construction and equipment, furthermore to raise and appropriate twenty five thousand dollars ($25,000) to partially fund the first year's interest payment on the Public Safety Building and to fund this appropriation by authorizing the withdrawal of this amount from said fund? This article shall become null and void if Article 2 above is not approved. The amount of the appropriation in this article is not included in the operating budget under Article 6. The Selectmen recommend this appropriation.

  32. Warrant Article 3(Cont.) • Each $ from Special Revenue Fund is $1 less to be raised from taxation. • This article shall become null and void if Article 2 above is not approved.

  33. Warrant Article 4 • Shall the Town authorize the Selectmen indefinitely, until rescinded by a future vote of the town meeting, to perform such selective timber harvesting on Town owned property under the Selectmen’s management as the Selectmen shall deem to be appropriate from time to time by awarding contracts after a formal public process for the purpose of offsetting tax increases? The revenue from any such harvests shall be placed in the General Fund to offset taxes. The Selectmen recommend this article.

Warrant Article 5 • Shall the Town raise and appropriate the sum of one hundred thousand dollars ($100,000) for necessary repairs at the existing Fire Station: Repair of side of building ($13,000), Wiring and lighting ($13,500), Fire Alarm/Burglar/CO detection system ($10,500), septic system repairs ($10,000) and the installation of a Vehicle Exhaust Extraction System ($53,000)? This article shall become null and void if Article 2 above is approved. The amount of the appropriation in this article is not included in the operating budget under Article 6. The Selectmen recommend this appropriation.

Warrant Article 6 Shall the Town raise and appropriate as an operating budget, not including appropriations by special warrant articles and other appropriations voted separately, the amounts set forth on the budget posted with the warrant or as amended by vote of the first session, for the purposes set forth therein, totaling two million two hundred and forty-two thousand two hundred and twenty-one dollars and thirteen cents ($2,242,221.13)? Should this article be defeated, the default budget shall be two million two hundred and forty thousand five hundred ninety-nine dollars and seventy-five cents ($2,240,599.75), which is the same as last year, with certain adjustments required by previous action by the Town or by law; or the governing body may hold one special meeting, in accordance with RSA 40:13, X and XVI, to take up the issue of a revised operating budget only. This operating budget warrant article does not include appropriations contained in ANY other warrant articles.

Warrant Article 6 (Cont.) • In Sept. 10 Selectmen requested 2011 Budget Requests from Department Heads. • Instructions to Department Heads was to insure that their 2011 Budget Request did not exceed 2010 approved appropriations. • Selectmen began 2011 Budget deliberations in Oct. 2009. 41 February 3, 2010

Warrant Article 6 (Cont.) • BOS felt need to hold 2011 Operating Budget to zero increase. • Reasons: • Eliminate any unnecessary spending. • Proposed Public Safety Building • Economic Conditions in Nation & State • Continued Loss of State Shared Revenue. • Potential for loss of State Revenues • Rooms and Meals Tax • Possible continued Reduction in Town Revenues

Warrant Article 6 (cont.)2011 Operating Budget • Predicted No Tax Base increase in 2011 The Bottom Line! • If Revenues come in as forecast – • Operating Budget as presented- • All Warrant Articles Pass with the exception of Article #5, $100,000 repairs to existing Fire Station. Null & Void if Article #2 Public Safety Building passes.

  47. Warrant Article 6 (cont.)2011 Operating Budget • Effect on the 2011 Town Tax Rate will be an $.29/1000increase or $58.00/year on a $200,000 property! ($4.83/month) • If Article #2, Public Safety Building is not approved, and Article #5, existing Fire Station repairs is approved the effect on the 2011 Town Tax Rate will be $0.55/1000 increase or $110.00/year on a $200,000 property! ($9.17/month) • Note: As previously mentioned if Art #2, Public Safety Building is approved, increase for Bond Payment will not take effect until 2012.

Warrant Article 7 • 7.)Shall the Town raise and appropriate the sum of thirty five thousand ($35,000) to perform the first year of a 3-year assessment revaluation (3 year total cost of $105,000), which includes the measuring, listing, and interior inspection of properties as well as data entry into a computerized assessing system? In 2013, before these new assessed values are implemented, there will be comprehensive field reviews, taxpayer hearings and a sales analysis to establish fair market value of the real estate for tax assessment purposes. This will be a non-lapsing appropriation per RSA 32:7, VI and will not lapse until December 31, 2013. The amount of the appropriation in this article is not included in the operating budget under Article 6. The Selectmen recommend this appropriation.

  49. Warrant Article 8 • 8.)Shall the town raise and appropriate the sum of one hundred and ninety seven thousand and twenty five dollars ($197,025) for the installation of a new culvert, replacing the existing substandard culvert and improving drainage on Straits Road, with $147,768.75 (75%) funded by a State of NH Hazard Mitigation Grant and the balance of $49,256.25 (25%) raised from taxation? The location is 828’ east of the Forest Pond Road intersection with Straits Road, in the vicinity of the residence at 899 Straits Road. This will be a non-lapsing appropriation per RSA 32:7, VI and will not lapse until December 31, 2012. The amount of the appropriation in this article is not included in the operating budget under Article 6. The Selectmen recommend this appropriation.

  50. Warrant Article 9 • 9.)Shall the Town raise and appropriate the sum of ten thousand dollars ($10,000) to be placed in the Town Bridge Repair or Replacement Expendable Trust Fund, created by Town vote in 2008 under RSA 31:19-a for the purpose of repairing or replacing town owned bridges? The amount of the appropriation in this article is not included in the operating budget under Article 6. The Selectmen recommend this appropriation.
